4. PUBLIC INVOLVEMENT <br /> The City would typically conduct a public open house informational meeting during preparation <br /> of a feasibility report to present proposed project information, answer questions and receive <br /> comments. Due to COVID-19, the open house meeting was substituted with a recorded <br /> presentation which was posted on the City's website on May 18, 2020. A letter describing the <br /> project along with instructions for accessing the recorded presentation was mailed to each <br /> property owner located within the proposed study area on May 6, 2020. <br /> The informational letter included a questionnaire survey form along with a self-addressed <br /> stamped envelope. The survey form provided ten questions to solicit feedback from residents <br /> regarding street conditions and water, sanitary sewer, drainage, and non-city utility services. A <br /> copy of the questionnaire survey form and tabulated summary of responses is provided in <br /> Appendix F. <br /> A total of 88 survey forms were returned to the City out of the 172 properties receiving the <br /> survey, resulting in a response rate of 51 percent. The survey summary includes written <br /> comments from residents regarding existing street and utility issues. Key response items are <br /> focused on the deterioration of street pavement, need for improved street drainage and/or curb, <br /> frequency of power outages, and desire for a sidewalk along Lake Valentine Road, among other <br /> comments provided in the summary. <br /> The informational letter, recorded presentation and website information encouraged residents to <br /> contact city engineering staff by telephone or email if they have any questions or comments <br /> regarding the project. <br /> Based on direction from the City Council regarding the results of the feasibility study, additional <br /> information would be shared with residents through mailed letters, emails, social media and <br /> informational updates on the City's website. <br /> Feasibility Report Page 10 <br /> 2021 PAP Street and Utility Improvements <br /> City Project Number PW 21-0100 <br />
