Lexington Station Phase 3 Traffic Study February 26, 2021 <br /> Page 16 <br />development will be provided at the newly constructed Lexington Avenue/Target Road <br />intersection, as well as the two existing Red Fox Road/Lexington Station access locations. <br />x The proposed development is expected to generate approximately 165 a.m. peak hour, 398 <br />p.m. peak hour, and 4,592 daily site trips. <br />x Results of the year 2023 build operations analysis indicate the Lexington Avenue/Target Road <br />intersection cross-street approach movements are expected to have significant queuing and <br />delay as an unsignalized intersection. The proposed eastbound approach vehicle queuing <br />storage is limited (approximately 100 feet). Infrequently, when this storage is filled, queues <br />are expected to extend into the parking lot, which may infrequently and for very brief periods <br />of time, block parking maneuvers to and from the southernmost parking stalls along the east <br />face of the proposed building. <br />With a future traffic signal, the site eastbound queues are expected to be reduced <br />significantly, however, they may continue to infrequently and for very brief periods of time, <br />extend beyond the limited storage during the p.m. peak hour. <br />x A cursory warrant analysis was performed at the intersection under 2023 no build and build <br />conditions to determine if a traffic signal would be warranted. Results of the analysis indicate <br />that the intersection would be expected to meet the peak hour warrant. Additionally, due to <br />the constrained westbound left-turn capacity of the intersection under existing conditions, <br />if the latent demand at the intersection was realized, the intersection may meet additional <br />warrants (i.e. four-hour/eight-hour). <br />x The following improvement recommendations and considerations were identified: <br />o Construct a traffic signal at the Lexington Avenue/Target Road intersection as part <br />of the Lexington Avenue reconstruction project.
