Section 1240.02 of the City Codes states that the total sign copy area <br />shall be a maximum of 50 square feet and allows wall signs to be externally lit, internally lit, or <br />backlit. The Applicant is not requesting flexibility on signage. <br /> <br />Building Elevations – Flexibility Requested <br />The Applicant is requesting flexibility on Commercial Façade Transparency. Section 1325.05 <br />Subd. 8, F of the City Code states fifty percent (50%) of all first level building facades that front <br />a public street shall be comprised of transparent windows or doors in order to allow views of <br />interior uses and activities. The proposed north elevation, facing County Road E, has 37% <br />windows. As these spaces are offices and a conference room that require some level of privacy, <br />the Applicant is requesting flexibility to allow 37% transparency. <br /> <br />Section 1325.05 Subd. 8, D of the City Code requires at least seventy-five percent (75%) of the <br />exterior building materials be of brick masonry, tile masonry, natural stone, decorative concrete <br />plank, transparent glass or any combination thereof. The majority of the proposed elevations will <br />be constructed out of patterned cement rainscreen, anchored stone masonry veneer, and transparent <br />glass. <br /> <br /> <br />Pedestrian and Bicycle Circulation – Flexibility Requested <br />The Applicant is requested flexibility to maintain the existing five (5) foot bituminous pavement <br />trail on the south side of the Subject Property. Section 1325.05 Subd. 8, P states new building <br />construction shall include construction of a minimum of six (6) foot concrete sidewalk adjacent to <br />or in all right-of-way. The Applicant is proposing maintain the existing trials on the Subject <br />Property. The sidewalks on the North and West sides of the property are eight (8) foot concrete <br />paths that conform to zoning requirements. The trial on the South side of the property is a five (5) <br />foot bituminous pavement trail and does not conform to zoning requirements. <br /> <br />The Applicant is proposing a bicycle rack northwest of the proposed parking lot. The proposed <br />bike rack conforms to zoning requirements in Section 1325.05 Subd, 8, Q. <br /> <br />Comprehensive Plan <br />The Subject Property is guided as Community Mixed Use (CMU) in the Arden Hills 2040 <br />Comprehensive Plan Land Use Chapter. The area is designated for a broad range of retail, <br />shopping, services, and office space to meet the needs of the community and surrounding areas.
