The results of the proposal evaluations <br />are provided in Attachment B. <br /> <br />Based on a review of the proposals, staff recommends approving a professional services <br />agreement to Bolton & Menk for the Snelling Avenue North Street and Utility Improvements <br />project. The Bolton & Menk proposal provided a clear and organized approach and recognized <br />the importance of adhering to Municipal State-Aid (MSA) standards and delivering a design that <br />meets the needs of the community. While Bolton and Menk’s proposal was not the least <br />expensive, Staff feels their proposal is the best option to do our full due diligence in addressing <br />the neighborhoods concerns regarding the safety of the road and foot and bicycle traffic while <br />still keeping the project in-line with budget expectations. Bolton and Menk’s preliminary <br />suggestions regarding an approach to pedestrian safety can be found in Attachment C on page <br />seven of their proposal. The presented team has experience in similar street and utility <br />improvement projects within Arden Hills, Bolton & Menk provided a detailed project delivery <br />schedule, and sufficient hours to complete a quality design and properly administer the <br />construction process. <br /> <br />The City Attorney has reviewed the proposed professional services agreement with Bolton & <br />Menk as provided in Attachment C. Staff recommends approval of the agreement. <br /> <br />Budget Impact <br /> <br />The current total project cost estimate of $1,250,000 includes the estimated cost for engineering <br />design and construction services of approximately 20 percent, or $250,000. The proposal <br />provided by Bolton & Menk includes fees of $199,856 for design and construction engineering <br />consulting fees for the project. Project funding is provided by the PIR fund, water, sanitary <br />sewer, surface water utilities, and special assessments as further described in the feasibility <br />report.
