Snelling Avenue North Street and Utility Improvements | City of Arden Hills 10Project Understanding and Approach provided to the city and be used for bidding and assessment purposes. We will prepare permit applications, secure city signature, and submit to governing agencies including the Minnesota Department of Health, RCWD, Ramsey County right-of-way, MnDOT right-of-way, and the MPCA for the NPDES stormwater permit. Permit fees will be paid for by the city and are not included in our proposed fees. TASK 6 PROJECT MANUAL/ SPECIFICATIONS Bolton & Menk will work with city staff to prepare the project manual and specifications for bidding and construction purposes. Documents will include • Standard front-end documents provided by the city and edited by Bolton & Menk for project specifics • Special provisions and technical specifications for project-specific items of work We will provide specification submittals at 60 and 90 percent for city review, prior to submitting the final specifications for bidding. Three final paper copies and a PDF digital copy of the plans and specifications will be provided to the city for bidding. The RAP prepared by others will be incorporated into the project manual. Direction from the RAP, the MPCA approval, and related content from WSB correspondence with former Public Works Director Blomstrom will be incorporated into the project as specifications for contaminated soils mitigation. TASK 7 PUBLIC ENGAGEMENT Bolton & Menk will engage the public and provide a forum for valuable project discussion. We will work with city staff to hold one public informational meeting during the design process to identify key project issues and concerns from residents and businesses. We are prepared to conduct in-person, virtual, or hybrid meetings. Bolton & Menk will also conduct a meeting with the public prior to the start of construction. This meeting will focus on what to expect during the construction process, schedule, access, and impacts. Of particular note, the construction presentation will discuss the construction staging plan and estimated duration, access considerations during the watermain construction, and what residents may see (and smell from the soils) during construction to plant the seeds of what they can anticipate in advance. Bolton & Menk will develop and bring all meeting materials, including presentations, boards, and sign-in sheet. At least two Bolton & Menk representatives will attend, including a communication specialist to function as a greeter, help provide access to the city’s project website, and provide meeting format direction to residents. TASK 8 BIDDING ASSISTANCE Bolton & Menk will prepare the advertisement for bids for the city to send to required publications. We will also provide plans and specifications for electronic distribution to Quest CDN by the city. Bolton & Menk will answer all written and verbal questions from potential bidders. If necessary, we will issue an addenda to address project- related questions during bidding. We will attend the bid opening, tabulate bids, and prepare the letter of award recommendation. It is noteworthy that the City of Arden Hills received exceptional bids on its 2021 PMP project. Sixty-one bidders collected plans from Bolton & Menk/ Quest CDN for that project. Bolton & Menk, including this specific proposed project team, is well respected by contractors in the industry for having constructable improvements. We will carefully monitor the list of plan holders and gauge the market during the bidding process to best position the City of Arden Hills for bottom line success. TASK 9 CONSTRUCTION ADMINISTRATION Bolton & Menk will assist the city through the construction phase by providing construction administration and observation services. We feel our practical and pragmatic approach during design is built from our team’s thorough understanding and background working on the construction phase of projects. As such, we excel in this area. Nick Amatuccio will plan and lead the project's pre-construction meeting and review shop drawings as they are submitted by the contractor. Our survey crew will complete the following tasks during construction • Control verification • Staking watermain replacement • Staking storm sewer (assume 10 structures and pipe runs) • Staking curb along the proposed trail We will provide on-site construction observation throughout the project. Our scope of services assumes construction will take 12 weeks via an assumed two construction phases. We propose to have a construction observer on-site. It is expected that part-time observation, 30 hours per week, will be needed during the project. Bolton & Menk’s construction observer will observe the work performed by the contractor per the project plans and specifications, make notations for as-built purposes where acceptable deviations are made by the contractor, and produce required documentation for this locally funded project. This individual will also handle communication and questions from residents, and they will relay information between the contractor and the city as necessary.
