Snelling Avenue North Street and Utility Improvements | City of Arden Hills <br />10Project Understanding and Approach <br />provided to the city and be used for <br />bidding and assessment purposes. <br />We will prepare permit applications, <br />secure city signature, and submit to <br />governing agencies including the <br />Minnesota Department of Health, <br />RCWD, Ramsey County right-of-way, <br />MnDOT right-of-way, and the MPCA <br />for the NPDES stormwater permit. <br />Permit fees will be paid for by the city <br />and are not included in our proposed <br />fees. <br />TASK 6 <br />PROJECT MANUAL/ <br />SPECIFICATIONS <br />Bolton & Menk will work with city <br />staff to prepare the project manual <br />and specifications for bidding and <br />construction purposes. Documents will <br />include • Standard front-end documents <br />provided by the city and edited by <br />Bolton & Menk for project specifics • Special provisions and technical <br />specifications for project-specific <br />items of work <br />We will provide specification <br />submittals at 60 and 90 percent for city <br />review, prior to submitting the final <br />specifications for bidding. Three final <br />paper copies and a PDF digital copy <br />of the plans and specifications will be <br />provided to the city for bidding. <br />The RAP prepared by others will be <br />incorporated into the project manual. <br />Direction from the RAP, the MPCA <br />approval, and related content from <br />WSB correspondence with former <br />Public Works Director Blomstrom <br />will be incorporated into the project as <br />specifications for contaminated soils <br />mitigation. <br />TASK 7 <br />PUBLIC <br />ENGAGEMENT <br />Bolton & Menk will engage the public <br />and provide a forum for valuable <br />project discussion. We will work <br />with city staff to hold one public <br />informational meeting during the <br />design process to identify key project <br />issues and concerns from residents and <br />businesses. We are prepared to conduct <br />in-person, virtual, or hybrid meetings. <br />Bolton & Menk will also conduct a <br />meeting with the public prior to the <br />start of construction. This meeting <br />will focus on what to expect during <br />the construction process, schedule, <br />access, and impacts. Of particular <br />note, the construction presentation <br />will discuss the construction staging <br />plan and estimated duration, access <br />considerations during the watermain <br />construction, and what residents may <br />see (and smell from the soils) during <br />construction to plant the seeds of what <br />they can anticipate in advance. <br />Bolton & Menk will develop and <br />bring all meeting materials, including <br />presentations, boards, and sign-in <br />sheet. At least two Bolton & Menk <br />representatives will attend, including a <br />communication specialist to function <br />as a greeter, help provide access to <br />the city’s project website, and provide <br />meeting format direction to residents. <br />TASK 8 <br />BIDDING <br />ASSISTANCE <br />Bolton & Menk will prepare the <br />advertisement for bids for the city to <br />send to required publications. We will <br />also provide plans and specifications <br />for electronic distribution to Quest <br />CDN by the city. <br />Bolton & Menk will answer all <br />written and verbal questions from <br />potential bidders. If necessary, we will <br />issue an addenda to address project- <br />related questions during bidding. We <br />will attend the bid opening, tabulate <br />bids, and prepare the letter of award <br />recommendation. <br />It is noteworthy that the City of Arden <br />Hills received exceptional bids on its <br />2021 PMP project. Sixty-one bidders <br />collected plans from Bolton & Menk/ <br />Quest CDN for that project. Bolton & <br />Menk, including this specific proposed <br />project team, is well respected by <br />contractors in the industry for having <br />constructable improvements. We <br />will carefully monitor the list of plan <br />holders and gauge the market during <br />the bidding process to best position <br />the City of Arden Hills for bottom line <br />success. <br />TASK 9 <br />CONSTRUCTION <br />ADMINISTRATION <br />Bolton & Menk will assist the city <br />through the construction phase by <br />providing construction administration <br />and observation services. We feel <br />our practical and pragmatic approach <br />during design is built from our <br />team’s thorough understanding <br />and background working on the <br />construction phase of projects. As such, <br />we excel in this area. <br />Nick Amatuccio will plan and lead <br />the project's pre-construction meeting <br />and review shop drawings as they are <br />submitted by the contractor. Our survey <br />crew will complete the following tasks <br />during construction • Control verification • Staking watermain replacement • Staking storm sewer (assume 10 <br />structures and pipe runs) • Staking curb along the proposed <br />trail <br />We will provide on-site construction <br />observation throughout the project. Our <br />scope of services assumes construction <br />will take 12 weeks via an assumed two <br />construction phases. We propose to <br />have a construction observer on-site. It <br />is expected that part-time observation, <br />30 hours per week, will be needed <br />during the project. <br />Bolton & Menk’s construction <br />observer will observe the work <br />performed by the contractor per the <br />project plans and specifications, make <br />notations for as-built purposes where <br />acceptable deviations are made by <br />the contractor, and produce required <br />documentation for this locally funded <br />project. This individual will also <br />handle communication and questions <br />from residents, and they will relay <br />information between the contractor and <br />the city as necessary. The observer will <br />also coordinate materials testing with a <br />testing agency provided by the city and
