Landscaping and Tree Preservation – Section 1325.05 Subd. 1 and 1325.055 Minimum Caliper Inches and Tree Mitigation – Meets Requirements Section 1325.05 Subd. 1, F of the City Code requires a minimum total caliper inches per 320 square feet of each building floor. The proposed building will be a single-story 5,600 square foot, requiring a total of 17.5 caliper inches of trees. The applicant is proposing 18 total caliper inches of River Birch trees, three trees at 2.5 caliper inches and three trees 3.5 caliper inches. The Applicant is not requesting flexibility on landscaping. Trees along Street Frontage – Meets Requirements There are 3 existing deciduous trees along the north street frontage and 7 existing deciduous trees along the west street frontage. This meets the minimum requirement of 1 tree per each 50’ of street frontage. Perennials and Shrubberies – Meets Requirements The Zoning Code requires a minimum of 10 percent of the total landscaped area to be covered with perennials and/or shrubbery. The total landscaped area on the site is 8,337 square feet, resulting in the need for a minimum of 834 square feet of perennial and shrubbery cover. The applicant is proposing shrubbery along the front entry to the building, on the east and west sides of the building, and in a retention pond in the southwest corner of the parcel. Planting Islands – Requesting Flexibility The applicant is proposing one planting island in the center of the parking lot, populated with grasses and other plants. Section 1325.05 Subd. 1, F requires planting islands to be a minimum of 150 square feet in area and include at least one tree. The proposed planting island is approximately 100 square feet in area and does not include a tree. Tree Selection – Meets Requirements The existing landscape plan includes a variety of plant species, river birch trees, glasses, perennial flowers, and shrubs. This is consistent with ordinance requirements. B. Drainage Wetlands and Flood Plain – Section 1325.05 Subd. 2 – Meets Requirements The city code requires stormwater management be provided to meet water quantity, infiltration, and water quality requirements. The applicant is proposing a flood control basin in the southwest corner of the parcel. The applicant is responsible for getting approval from the Rice Creek Watershed District. C. Lighting – Section 1325.05 Subd. 3 – Meets Requirements The applicant is proposing one light pole in the planting island in the center of the parking lot and 15 wall mounted lights near the entrances of the building. Section 1325.05 Subd. 3 states cast light shall not exceed a meter reading of one foot candle on the travel lanes of adjoining public streets or 0.4 foot candles on adjoining residential property. The proposed lighting plan does not exceed 0.4 foot candles at any property line.
