Landscaping and Tree Preservation – Section 1325.05 Subd. 1 and 1325.055 <br /> <br />Minimum Caliper Inches and Tree Mitigation – Meets Requirements <br />Section 1325.05 Subd. 1, F of the City Code requires a minimum total caliper inches per 320 <br />square feet of each building floor. The proposed building will be a single-story 5,600 square foot, <br />requiring a total of 17.5 caliper inches of trees. The applicant is proposing 18 total caliper inches <br />of River Birch trees, three trees at 2.5 caliper inches and three trees 3.5 caliper inches. The <br />Applicant is not requesting flexibility on landscaping. <br /> <br />Trees along Street Frontage – Meets Requirements <br />There are 3 existing deciduous trees along the north street frontage and 7 existing deciduous <br />trees along the west street frontage. This meets the minimum requirement of 1 tree per each 50’ <br />of street frontage. <br /> <br />Perennials and Shrubberies – Meets Requirements <br />The Zoning Code requires a minimum of 10 percent of the total landscaped area to be covered <br />with perennials and/or shrubbery. The total landscaped area on the site is 8,337 square feet, <br />resulting in the need for a minimum of 834 square feet of perennial and shrubbery cover. The <br />applicant is proposing shrubbery along the front entry to the building, on the east and west sides <br />of the building, and in a retention pond in the southwest corner of the parcel. <br /> <br />Planting Islands – Requesting Flexibility <br />The applicant is proposing one planting island in the center of the parking lot, populated with <br />grasses and other plants. Section 1325.05 Subd. 1, F requires planting islands to be a minimum <br />of 150 square feet in area and include at least one tree. The proposed planting island is <br />approximately 100 square feet in area and does not include a tree. <br /> <br />Tree Selection – Meets Requirements <br />The existing landscape plan includes a variety of plant species, river birch trees, glasses, <br />perennial flowers, and shrubs. This is consistent with ordinance requirements. <br /> <br />B. Drainage Wetlands and Flood Plain – Section 1325.05 Subd. 2 – Meets Requirements <br />The city code requires stormwater management be provided to meet water quantity, infiltration, <br />and water quality requirements. The applicant is proposing a flood control basin in the southwest <br />corner of the parcel. The applicant is responsible for getting approval from the Rice Creek <br />Watershed District. <br /> <br />C. Lighting – Section 1325.05 Subd. 3 – Meets Requirements <br />The applicant is proposing one light pole in the planting island in the center of the parking lot and <br />15 wall mounted lights near the entrances of the building. Section 1325.05 Subd. 3 states cast light <br />shall not exceed a meter reading of one foot candle on the travel lanes of adjoining public streets <br />or 0.4 foot candles on adjoining residential property. The proposed lighting plan does not exceed <br />0.4 foot candles at any property line. <br />
