2 <br /> <br />Manages the City’s GIS database to include, but not limited to, functioning as the City’s contact/liaison for GIS <br />mapping GIS data entry, map preparation, and the conversion of field data, plan sheets and other information <br />into CAD/GIS drawings for record retention. <br /> <br />Leads the preparation of feasibility studies, quantity take-offs, cost estimates, plans and specifications, bidding <br />and construction administration for City projects. <br /> <br />Maintains/manages the City’s Municipal State Aid (MSA) system including annual reporting, revision and <br />financial status. <br /> <br />Maintains relationships with Rice Creek Watershed District (RCWD) and monitors funding opportunities. <br /> <br />Develops and maintains a City Specification and Standard Details for use on City CIP projects. <br /> <br />Assists Public Works Director/City Engineer with managing and reviewing consultant services. <br /> <br />Annually assists the Public Works Director in preparation of a five-year CIP (where possible, a ten-year CIP shall <br />be maintained, i.e., seal coating, sewer lining, and equipment). <br /> <br />Works with the Public Works Department and Public Works Superintendent to develop, manage, and maintain <br />a records retention plan for engineering and maintenance information. <br /> <br />Assists in preparation of reports, City Council memos, project updates, special assessment rolls, resident <br />notifications and project plans. <br /> <br />Resolve citizen complaints or problems concerning activities of Public Works; attend various meetings and <br />committees; conduct pre-construction meetings as needed. <br /> <br />Acts as the Public Works Director in their absence. <br /> <br />All other necessary duties as apparent or assigned. <br /> <br />EDUCATION and/or EXPERIENCE <br />Bachelor's degree with coursework in civil engineering, construction management or related field and <br />extensive experience, or equivalent combination of education and experience. <br />Practical experience with GIS applications and CAD software. <br /> <br />KNOWLEDGE, SKILLS AND ABILITIES <br /> Considerable working knowledge of and the ability to learn the engineering as applied to the development and <br />construction of public works projects; comprehensive knowledge of city laws and ordinances and state and <br />federal rules and regulations; skill in using civil engineering instruments and equipment; ability to plan, direct and <br />supervise the work of subordinates; ability to plan projects and prepare related designs, estimates and <br />specifications; ability to make significant changes to the City’s GIS maps utilizing ArcMAP and ArcGIS software <br />and to produce maps as requested; ability to communicate effectively, both orally and in writing; ability to <br />calculate complex cost estimates and prepare technical reports; ability to deal with contractors and citizens <br />involved in public projects; ability to establish and maintain effective working relationships with city officials, <br />associates, contractors and the general public. <br /> <br />PHYSICAL DEMANDS <br />This work requires the regular exertion of up to 10 pounds of force, frequent exertion of up to 25 pounds of <br />force and occasional exertion of up to 50 pounds of force; work regularly requires lifting, frequently requires <br />standing, walking, sitting and speaking or hearing and occasionally requires using hands to finger, handle or <br />feel, climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms, pushing
