Three (3) new pedestrian crossings are planned to connect parts of the City <br /> together: <br /> a. The bridge over Highway #51 on County Road E does not allow any <br /> pedestrian movements and is dangerous for bicycles. An addition of a <br /> pedestrian facility will enable residents to access Tony Schmidt Lake <br /> Johanna County Park more easily. <br /> b. A connection between Royal Hills Park and the Round Lake area is <br /> planned over Highway #51, north of Interstate 4694. <br /> c. At the intersection of Highways#10 and #96, a safe pedestrian crossing <br /> is needed, and will be incorporated into construction plans. <br /> TCAAP Area <br /> Trails will connect residential neighborhoods, parks, the Civic Center area and <br /> the Park Preserve area in the TCAAP area. Ramsey County intends to install a <br /> trail along both sides of Rice Creek in the County Park. A rail spur from <br /> Mounds View into the TCAAP area north of Highway 496 and crosses I-35W <br /> south of the Highway 910 intersection is planned for a pedestrian connection. <br /> VI. IMPLEMENTATION <br /> CAPITAL I NIP ROVE NIENTS PLANNING AND BUDGETING <br /> Each year the City prepares a five-year Capital Improvements Plan (CIP) and a <br /> budget. The CIP is a long range plan, allowing a broad look and an opportunity <br /> to consider financial implications, whereas the budget determines actions for the <br /> next year. <br /> For park facilities and equipment replacement, the CIP sets forth needs for the <br /> next 5 years. Equipment replacement is prioritized according to wea:. age, <br /> condition and other factors. Priorities within the CIP and budgeting process are <br /> often shuffled, due to changing or unforeseen circumstances. <br /> PRIORITIES <br /> Table 5.2 sets forth_priorities for trails A, B and C, with A being the Llizhest <br /> prior -it This list of priorities will be utilized in the Capital Impro•_�erts Plan <br /> and bu. et rg processes. With these priorities laid out, the City vvia mAe <br /> spendinc- determinations on an annual basis, and plan appropriate Lea;? <br /> improvements to be coordinated with road upgrade projects.
