Council Member Susan Keim will replace Beverly Aplikowski as the City Council <br /> liaison to the committee. <br /> 2. Control Data Corporation (CDC) Park Dedication <br /> At the June meeting, I discussed the possibility of having to build a City owned and <br /> maintained parking lot for Cummings Park. CDC is working with the Planning <br /> Commission and City Council on a Planned Unit Development (PUD) for their 48 acre <br /> site. Eventually, a section of this property they own will be sold. The property they are <br /> planning to sell abuts Cummings Park on the south side. As a part of this PUD process, <br /> CDC is required to pay a park dedication fee. Originally, CDC was not interested in <br /> allowing the City to continue to park in the location that we currently use. However, I <br /> • have recently had conversations with CDC in an attempt to gain a permanent easement, <br /> which would allow the City 50-60 parking stalls in the existing parking area. I feel that <br /> gaining a permanent easement to use the existing lot would be a win-win situation for <br /> both the City and CDC for these reasons: <br /> A. CDC would benefit from not having to pay a fee to the City. <br /> B. The City would benefit from not having to clear trees to create a lot. <br /> C. The City would also not have to expend additional money from the Park Fund to <br /> build and maintain a City owned parking lot. <br /> D. The lot we would create would be located by the water tower, which is not as <br /> close to the park as the existing CDC lot. The location of the lot we use now <br /> would provide much better access for park users. <br /> CDC is willing to make the following provisions in order to satisfy their park dedication: <br /> 1. Provide the City with a permanent parking lease (We may want to call it an <br /> easement). We would need about 50 - 60 parking stalls. <br /> 2. The lease would be free to the City indefinitely. The City would not be <br /> responsible for snow plowing, ground maintenance, electricity or future <br /> reconstruction as long as there is an occupant in the building that currently houses <br /> Dynamark. Any additional light fixtures or necessary ADA adaptations would be <br /> at the City's expense. <br />
