Arden Hills Parks and Recreation Committee Meeting 8 <br /> February 26,2002 <br /> • Mr. Moore stated that he would like to announce that Rich Straumann has been appointed as the <br /> official Chair for PTRC. He also announced the new members of the Committee acknowledging <br /> Lou Speggen, Lorin Hatch and Bill Henry stating that they have been approved by the City <br /> Council as new members of the PTRC. <br /> Committee Member Krenn asked for clarification on the meeting schedule. Mr. Moore stated <br /> that May 29, 2002 is the correct date for the May Committee meeting. Chair Straumann <br /> suggested changing to meeting to May 21, 2002 which would allow extra time to discuss the <br /> `Day in the Park' event. <br /> Mr. Moore clarified that June 29, 2002 is a Saturday and that the meeting would be changed to <br /> Tuesday, June 25, 2002. <br /> B. Tom Moore - Comprehensive Plan Review. <br /> Mr. Moore stated that the Comprehensive Plan has been proofread and would be presented, with <br /> a new cover, to the City Council during the March work session. <br /> Chair Straumann asked if members of the Committee could participate in the discussion. Mr. <br /> Moore stated that members of the Committee are welcome to participate adding that the meeting <br /> is scheduled for the 3rd Monday in March 2002. Chair Straumann confirmed that the date would <br /> be March 18, 2002. Mr. Moore confirmed stated that the session begins at 4:45 p.m. He stated <br /> • that he would forward confirmations and meeting agendas via email. <br /> Mr. Moore confirmed that all corrections have been made and the final document is now in <br /> Ingraham's hands. He stated that they should have the final draft back by the end of the week, <br /> ready to submit to Council for final approval. <br /> Chair Straumann asked if the Capital Improvement Plan would be included. Mr. Moore clarified <br /> that the Committee had directed him not to include budget information. <br /> Mr. Moore clarified the internal road map and acknowledged that this would not be submitted as <br /> a part of the Park Comprehensive Plan. He stated that the capital worksheet would be used as <br /> their guidelines and that they would insert the items from the worksheet into the 5-year capital <br /> plan. Committee Member Crassweller agreed stating that this would give them flexibility to <br /> move funds. Chair Straumann clarified that they would begin the process in the fall. Mr. Moore <br /> clarified that the PTRC would start the Committee budget process in April 2002. <br /> Council Liaison Larson asked for clarification of the present budget. He explained that when he <br /> reviewed the plan that he sees a $2.5 million dollar budget. He stated that the present budget is <br /> at a half a million. He agreed that this would be a good exercise for the Committee to identify <br /> what is needed in the parks. He stated that his understanding of this plan shows that the budget is <br /> expended before the end of the five-year period. He explained that it would be difficult to state <br /> • that they are going to expend the park budget in the next five years. Chair Straumann clarified <br /> that is not what they are recommending. He explained that they have identified the needs of the <br /> parks adding that they need to review the numbers further. <br />
