Arden Hills Parks and Recreation Committee Meeting 3 <br /> February 26,2002 <br /> • Council Liaison Larson stated that this is a good article. He explained that with summer <br /> approaching it would be good publicity for the Park Bench and Tree Donation programs. He <br /> further explained that many are not aware of these programs. He stated that it would be good use <br /> of the newsletter and website to inform the public of these programs. He also suggested placing <br /> a filler in the utility bills noting that this is a very effective way to notify the Community. <br /> Committee Member Thompson asked how they handle volunteers for the flower garden. Mr. <br /> Moore explained that they utilize the newsletter, the website and a mailing. He clarified that this <br /> newsletter would include information on the Tree Program. <br /> Mr. Moore encouraged the Committee to consider the Tree Program. He suggested that the <br /> Committee purchase a tree from the PTRC for placement. He stated that it has helped the Parks <br /> a lot adding that they have had a high volume of involvement and participation in the program. <br /> He reviewed the areas that they have done plantings with the Committee. He referenced the Boy <br /> Scout projects that involved plantings of trees and perennials and encouraged the Committee to <br /> participate in the program. <br /> Chair Straumann stated that this item would be included on the next meeting agenda. <br /> Mr. Moore referenced the Adopt a Flower Garden program stating that the PTRC has taken a <br /> garden. He asked everyone to schedule Saturday, May 18, 2002 and to plan on participating. He <br /> stated that Residents are also encouraged to participate. He explained that they have three <br /> • different designs to choose from for the gardens. He stated that traditionally, the PTRC garden is <br /> located at Lexington B, on the southwest side, at the corner of Arden Plaza. <br /> Committee Member Crassweller stated that many enjoy our City Parks and Trails and suggested <br /> that they include a statement regarding walking or running against traffic. Mr. Moore stated that <br /> he would include a statement addressing that issue. <br /> Committee Member Henry asked for clarification of the process for notification of fees and asked <br /> if the object was for expense, profit or to control use. Mr. Moore explained that the fees cover <br /> the expenses. Ms. Olson explained that they use the charitable gambling funds to fund their <br /> department. She further explained that it is their goal to keep the fees at a reasonable level <br /> stating that they have had many Parks and Recreation Committee discussions around funding. <br /> She stated that the goal was to increase the fees charged for charitable gambling and other items <br /> to help cover costs. She provided the Committee with an overview of the process they use to <br /> determine the fee structure. <br /> B. Michelle Olson—Recreation Update <br /> Ms. Olson provided a Recreation update to the Committee. She stated that the rinks were fairly <br /> open adding that they were closed recently for approximately 14 days due to the warm weather. <br /> She stated that the 14-day closure really hurt them adding that they have been battling bad rink <br /> conditions all season. She reviewed the condition of the rinks with the Committee. She <br /> explained that several rinks had issues with moles and that the warm weather was a real <br /> deterrent. She stated that Cummings and Valentine Parks had the worst time this year and <br /> provided an overview of conditions to the Committee. She stated that she included an analysis of <br /> previous years to give them an overview and comparison. <br />
