• Minutes of Parks and Recreation Committee Meeting, March 20 <br /> Page 2 <br /> Committee to discuss possible construction of possible lighted <br /> hockey rink and shelter. <br /> Asked what uses he envisions for this lighted rink, Buckley <br /> stated there would be a general skating area, it would be <br /> scheduled for some Lake Region hockey teams, neighborhood <br /> hockey and limited number of broomball teams. <br /> Neighborhood concerns expressed were effect of lighting on <br /> homes on either side of Karth Lake, and amount of use by <br /> persons outside the neighborhood. In meetings held with the <br /> neighborhood when the park was initially constructed, residents <br /> did not want lighted areas or activities scheduled which would <br /> bring traffic into the area. Buckley stated that, since those <br /> meetings, the proposed location for the rink has been changed <br /> (down closer to the Control Data parking lot and further away <br /> from neighborhood area) ; there are presently no lighted rinks <br /> for residents of Arden Hills living north of 694, so there is a <br /> real need, and he suspects these residents, many of whom have <br /> children, may now perceive the need for this rink. It was also <br /> noted that the park should be viewed as a "Village" park, <br /> rather than exclusively as a park for that area. <br /> • Junior Mustang Basketball Report <br /> The representatives of this group could not be present at this <br /> meeting; they will attend the March meeting to report the <br /> progress of their program. <br /> Council Report <br /> Mayor Woodburn reviewed recent Council actions of interest to <br /> this committee, including Hamline Avenue improvement program. <br /> In answer to query, he stated that Council had not approved a <br /> feasibility study of the costs of burying all overhead lines, <br /> because (a) suspected cost of doing so seemed too high to be <br /> affordeble, and (b) NSP would likely charge a significant <br /> amount for the feasibility study. <br /> He stated that final determination as to whether a sidewalk <br /> will be installed on the east side has not been made. The <br /> plans are being drawn with and without the sidewalk; decision <br /> will be made before bid award. There have been objections from <br /> residents on the east side of Hamline. <br /> Committee again expressed concern for safety of persons walking <br /> to either Cummings or Floral Park. <br /> In answer to question, Woodburn stated that the method of <br /> financing of the improvement will not be determined until <br /> • completion of construction, probably in a year and a half. <br />
