• MEMORANDUM OF UNDERSTANDING <br /> WHEREAS, the Department of Military Affairs, State of Minnesota, through <br /> the Adjutant General , has been in contact with the staff of the City of Brooklyn <br /> Park regarding a desire to construct a new National Guard Armory, and <br /> WHEREAS, the City of Brooklyn Park acting' by its City Council has encouraged <br /> said construction for several reasons; <br /> (a) It deems the National Guard to be an organization necessary to protect <br /> the public's health, safety and general welfare and as a patriotic <br /> civil organization deserving of the Council ' s support <br /> (b) It recognizes that construction of an armory can be coordinated with <br /> the City's construction of its community activities building. <br /> (c) An Armory, located in conjunction with the Cities' Community Activities <br /> Building, provides the potential for additional public use facilities <br /> and, therefore, maximizes the use of capital investments by the public, <br /> and <br /> WHEREAS, the City staff and representatives of the National Guard and the <br /> Minnesota State Armory Building Commission have met and discussed the many details <br /> that will arise as a result of this coordinated building effort and the financial <br /> obligations which will be assumed by the State of Minnesota and the City of <br /> • Brooklyn Park, and it is deemed advisable to set forth the parties' agreements in <br /> a Memorandum of Understanding, and <br /> WHEREAS, the armory construction is estimated to cost approximately $1,500,000 <br /> for the basic armory as authorized and delineated by National Guard Bureau regula- <br /> tioos and policies and that said costs will be shared and paid as follows: <br /> 75.00% Federal Government <br /> 12.50% State of Minnesota <br /> 12.50% City of Brooklyn Park <br /> and that over and above said basic costs, the State and City may, by mutual agree- <br /> ment, incorporate certain enhancements into the structure such as those listed in <br /> Appendix "A". Enhancement items which exceed the scope as delineated in <br /> Appendix ' A" may be incorporated, with the concurrence of the State, provided they <br /> are funded 100% by other than State or Federal funds; and, items so identified <br /> for addition meet with the mutual agreement of the City and State; and <br /> WHEREAS, the Minnesota State Armory Building Commission will issue bonds <br /> for the State and City cost shares pursuant to the authority granted in Minnesota <br /> Statutes, Section 193. 146, and the City's share may be paid from a tax levy <br /> authorized by Section 193. 145 which shall not exceed 1/3rd of a mill , <br /> NOW, THEREFORE, the parties do agree to this Memorandum of Understanding <br /> in an effort to avoid problems in the future and to outline provisions relating <br /> to the armory and its use; <br />
