Minutes of the Arden Hills Regular Planning Commission Meeting, 5-3-89 <br /> Page 4 <br /> Commission questioned the following items: <br /> -What are the plans for the temporary structure upon completion of the C.L.C. <br /> • Hjelle stated the temporary building will be sold or disposed of in some manner; <br /> he advised the college has no intention of retaining the structure. Hjelle <br /> explained they are requesting a definitive time period to avoid the idea the <br /> structure will be retained. <br /> Hjelle stated they do not anticipate exceeding the time period of 1994, unless the <br /> C.L.C. is not completed; if that occurs the college would request an extension. He <br /> advised he does not anticipate exceeding the 1994 completion date. <br /> -Questioned if restroom facilities would be required by Code and if handicap <br /> access will be provided. <br /> Hjelle stated he was not aware of the requirements for restroom facilities; they <br /> are provided in the building directly adjacent. He advised the temporary building <br /> will meet all code requirements. Hjelle explained a ramp will be provided for <br /> handicap access. <br /> Commission discussed the two phases of construction for the C.L. C. and expressed <br /> the following concerns: <br /> -Will this amount of space be sufficient or will there be additional requests <br /> of this nature. <br /> Hjelle stated the need for additional office space is critical; he does not feel <br /> the administration will allow or anticipates any other requests of this nature <br /> . upon completion of the C.L.C. <br /> -Will the structure be skirted on blocks or foundation. <br /> Hjelle advised the structure will be on blocks and skirted; he added he will <br /> insure all building code requirements are fulfilled. <br /> Member Winiecki stated she would not be receptive to satellite facilities to <br /> fulfill the requirement for restroom facilities. <br /> Member Martin questioned if the City has the ability to place a time limit on the <br /> temporary facility. <br /> After review of the Zoning Code, Martin referred to Section VII, E, which would <br /> authorize setting a time limit on the temporary structure. <br /> Member Petersen stated he did not favor the request; he did not consider the five <br /> year time period as "temporary" and he did not favor setting a precedent. <br /> Petersen moved, seconded by Carlson, that Commission <br /> recommend to Council denial of the request for installation of a temporary <br /> building at Bethel College, Case #89-05, based on the following: The building is <br /> not compatible with the surrounding campus area and the request for a five year <br /> time period appears to be more than "temporary". <br /> In discussion, Members Woodburn and Ashbach agreed that Bethel College has been <br /> • extremely cooperative with the City over the years and the building is isolated <br /> from view, with the exception of the campus buildings. Chairman Probst commented <br /> that during the four year construction period there will be several construction <br /> trailers on the site. <br /> Motion failed. (Petersen and Carlson voting in favor; Probst, Martin, McGraw, <br /> Zehm, Ashbach, Winiecki and Curtis opposed) (2-7) <br />
