Minutes of the Arden Hills Planning Commission Meeting, 11-01-89 Page 6 ANTENNAE (Cont'd) Zehm moved, seconded by Probst, that Commission concurred to have Planner Bergly and Attorney Filla prepare the following draft amendment to the current Zoning Ordinance and recommend to • Council the following: 1. All applications for installation of Satellite Dish Antennae be reviewed under the Site Plan review process, rather than as Special Use Permits. 2. All applications of this nature be reviewed by Planning Commission for recommendation to Council. 3. All Satellite Dish Antennae be classified as accessory structures and subject to existing accessory structure setbacks and restricted from location in front yards. 4. That provision for screening of Satellite Dish Antennae be included in Arden Hills regulations for approval. 5. That the provision noted in the City of Edina regulations, which states: "Not permitted closer to a neighboring property's building envelope than to the principle structure of the subject lot." be included in Arden Hills regulations for approval. Motion carried. (Zehm, Probst, Petersen, Piotrowski, Ashbach and Winiecki voted in favor; McGraw opposed) (6-1) McGraw did not favor elimination of the public hearing process. • DISCUSSION; Chairman Probst advised Commission he had received a ARMY TRAINING copy of a letter from the City of Shoreview requesting CENTER, ARSENAL the City of Arden Hills" comments on the proposed Army Training facility at the Arsenal. Clerk Administrator Berger advised the proposed plans for this site were misplaced and not found in time for Planner Bergly to prepare a report on this matter. He noted the City of Shoreview submitted a request to receive Arden Hills input prior to the next regular Council meeting November 13; a letter has been sent to Shoreview advising the information could not be compiled that quickly. After discussion, Commission concurred to defer review and comment on the Army Training Facility plans to Planner Bergly for submission to Council. REQUEST TO Member Winiecki questioned the sign located at the Arden REVIEW SIGN; Plaza Office Building referring to rental of space; noted the sign has been in place for a number of years and it is her understanding a time limit for removal is placed on such signs. Deputy Clerk Iago advised there is a time limit for temporary signs with rental space terminology; the signs are to be removed when 80% of the rental space is occupied. Iago stated the matter will be referred to the Building Inspector/Code Enforcement Officer to determine the occupancy ratio and request removal of the sign. DISCUSSION; Chairman Probst requested Commission determine • PLANNING planning and development issues for study and ISSUES recommendation to Council.
