City of Arden Hills Public Works staff will televise the sanitary <br />sewer mains in the project area and identify proposed services in need of <br />repairs along with the proposed repair method. The Bolton & Menk project <br />team will review the televising and confirm the identified repairs or make <br />recommended adjustments for each service. Sanitary services are expected <br />to require no work, grouting, wye replacement, or minor pipe replacement. <br />In the fall of 2022, city public works staff completed preliminary inspections <br />of the project area and identified locations and methods for storm sewer <br />rehabilitations that will be incorporated with the project throughout the <br />project areas. A result of this inspection also determined that the storm <br />sewer catch basins/manholes just prior to each storm system's ultimate <br />outfall into the stormwater ponds should be rehabilitated/replaced to include <br />BMPs (such as including a sump and SAFL Baffle) to capture sediment prior <br />to entering the ponds and allow for more efficient maintenance by public <br />works staff. The ponds' capacities are decreasing and this work will mitigate <br />the amount of sediment entering the ponds. Additionally, storm sewer <br />improvements are proposed near 4242 Norma Avenue to address a drainage <br />concern. City staff indicated stormwater modeling/analysis is not required <br />for this work. <br />As part of the project, the city would also like to dredge out the accumulated <br />sediment in three of the stormwater ponds located around the project area. <br />The ponds are located south of McClung Drive, north of Colleen Avenue, and <br />south of Colleen Avenue (northern portion of the pond). The pond dredging <br />will be a simple process to remove accumulated sediment. The accumulated <br />sediment quantity to be removed will be determined by completing a <br />bathometric survey. Pond sediment sampling, testing, and analysis will <br />be conducted consistent with MPCA standards based on its Managing <br />Stormwater Sediment Best Management Practice Guidance at each of the <br />five identified pond locations to determine the MPCA management level <br />necessary for landfilling the excavated material generated from dredging the <br />ponds. It is assumed that access is readily available to the ponds through <br />existing right-of-way or easements and beyond the pond dredging, only <br />turf restoration of the access route and potentially the pond banks will be <br />necessary for design. <br />Rice Creek Watershed District (RCWD) rules will require consideration on <br />the project, though based on the project being primarily rehabilitation, we <br />understand these rules will not have a significant influence on the project <br />design given the proposed scope. Bolton & Menk's project team will work to <br />identify what potential additional BMP measures will be required based on <br />their rules and how they apply to the project. <br />In addition to reviewing the project documentation, we have visited the site <br />and given consideration to the roadway reclamation process, the existing <br />curbing, pavement condition, temporary water, and drainage improvements <br />wetland delineation needs. Based on review of the National Wetland <br />Inventory (NWI), wetland delineations and associated permitting will be <br />necessary for the pond dredging work. Additionally, our site visit indicated a <br />few specific locations to be analyzed further during the project development: <br />• A potential drainage issue near 4510 Keithson Drive <br />• Significant pavement deterioration for a couple hundred feet on Royal <br />Hills Drive that may require baselsubgrade corrections <br />• Potential to remove or improve the hammerhead turnaround at the <br />Briarknoll Circle and Snelling Avenue N intersection <br />• Potential to extend the project limits to address failing pavement in the <br />Norman Avenue and Dawn Circle intersection <br />We also determined it could be valuable to evaluate potentially changing <br />mill and overlay streets to reclamation streets based on their proximity <br />to one another. A great example of this is changing McClung Drive to a <br />reclamation improvement because it is a continuation of Colleen Avenue that <br />is scheduled for reclamation. This evaluation has the potential to reduce risk <br />such that there is pavement life cycle consistency between adjacent street <br />segments. There may be further efficiencies of installation methods that <br />could even result in cost savings if specialized equipment (a milling machine <br />in this example) is eliminated and no longer needed to mobilize to the <br />project. This will be evaluated in further detail to determine the feasibility of <br />these changes. <br />We understand communication is critical in all aspects of the project. <br />We will follow the city's public involvement process and work closely <br />with city staff throughout all project phases to keep you informed and <br />educated on the design taking place.
