Task 2.2: Utility Coordination Meetings <br />Bolton & Menk will facilitate the required utility coordination process including the following efforts: <br />1. Design phase utility coordination meeting 1 — Bolton & Menk will provide an overview of the proposed <br />improvements for utility owners, discuss identified easements with utility owners, and request from utility owners <br />any restrictions regarding work around their utilities. For example, the owner of overhead powerlines will be <br />consulted regarding any working restrictions around the overhead power that the City's contractor will need to <br />adhere to, as well as any separation requirements between poles and installed forcemain or for necessary <br />intermediate excavations. We will also seek the location of existing utilities so they may be reflected on the plans. <br />2. Design phase utility coordination meeting 2 — Bolton & Menk will distribute the 60% construction plans to utility <br />owners including the construction staging/phasing plan and communicate the following with utility owners: <br />a. Planned relocation deadlines for owners <br />b. Discuss forcemain installations as it relates to any working restrictions identified during the first utility <br />coordination meeting. <br />Task 2.3: Pre -Construction Phase Public Engagement <br />We would anticipate that, from the perspective of an Arden Hills resident, this project will be less impactful than public <br />improvement projects. The scale and scope of improvements anticipated involve largely trenchless utility work and all <br />restoration of necessary disturbance areas are planned to be done in a manner which closely matches existing conditions; <br />generating no `change' for which residents would be providing feedback. We anticipate the public's interest to be focused <br />on what the construction impacts and durations will be, rather than having some ability to provide input on forcemain <br />design which has little/no variables to reasonably receive input on. <br />Public engagement proposed for this project includes: <br />1. Bolton & Menk will draft a letter that the City can print and mail to adjacent properties. The letter will be drafted <br />prior to completion of topographic survey and geotechnical work. Its content will include an overview of the <br />planned forcemain work, a description of planned trenchless methods and associated minimal surface impacts, <br />and Bolton & Menk as well as City contact information residents can reach out to with specific questions or <br />concerns. <br />2. After a contractor has been awarded the project and a construction schedule has been received, Bolton & Menk <br />will conduct a neighborhood informational meeting to communicate the project schedule and expectations during <br />construction, provide an opportunity for residents to meet on -site members of the project team, and allow for <br />questions and general discussion. <br />Task 3: Final Design & Bidding <br />Task 3.1: 60% Plans & Estimate <br />Bolton & Menk will produce 60% construction plans for City review. The 60% plans will be completed to City of Arden <br />Hills standards and will include the following: <br />1. Title sheet, legend sheet, construction details, and typical sections for pavement area patching <br />2. Construction plan and profiles sheets along the forcemain. <br />3. Site restoration plans for the lift station area, if unable to accurately illustrate these features with sufficient detail <br />on the construction plans, as determined by Bolton & Menk <br />`Removals / Existing Conditions' and Storm Water Pollution Prevention Plan (SWPPP) sheets are not anticipated to be <br />necessary for this project. <br />Task 3.2: 90% Plans, Estimate, & Specifications <br />Our team will produce 90% construction plans and an accompanying project cost estimate for City review. The 90% plans <br />will be completed to City of Arden Hills standards and will include all 60% plan sheets which will be updated to a 90% <br />level of completion. A draft project manual will be produced in conjunction with the 90% plan set. <br />
