If this additional scope is directed by Council to <br />move forward, additional design and plan production efforts will be necessary. Below is a list of the <br />proposed changes to the project scope since the original contract was approved: <br />Additional trail and retaining wall needs were identified in areas adjacent to the intended project <br />area during the feasibility study process. These needs should be considered for addition to the <br />delivery of this project. The proposed trail improvements would include removal of the existing <br />bituminous pavement and repaving the trails with new bituminous on the existing aggregate base <br />materials. Additionally, the trails would have new concrete pedestrian ramps installed where the <br />trails proposed for rehabilitation intersect roadways in the project area. Beyond the pedestrian <br />ramps, the trails would be replaced, in kind, matching the existing trail alignments, widths, and <br />elevations. Due to the existing site topography, some segments of these existing trails appear to <br />be quite steep and may not be feasible to improve to strict compliance with Americans with <br />Disabilities Act (ADA) requirements beyond the new concrete pedestrian ramps, consistent with <br />the existing trail system along these recreational trails. The modular block retaining wall along <br />the south side of the trail, approximately behind 1479 Colleen Avenue, would also be replaced <br />and improved as part of the potential trail improvements. <br />Existing, adjacent wetlands and potential associated additional permitting needs were identified <br />during the feasibility study associated with the storm sewer outfall improvements. After meeting <br />with the Rice Creek Watershed District (RCWD) and identifying the proposed scope of work at <br />the storm sewer outfalls as it relates to RCWD's rules and regulations, it was determined that <br />Level 2 wetland delineations and associated impacts permitting will be required to construct these <br />improvements. Modifications to the project's final design scope should be considered for addition <br />to the delivery of this project in order to complete the necessary delineations and move forward <br />with the proposed backyard storm sewer improvement work, as proposed in the feasibility report. <br />During the feasibility study process, the RCWD reached out to city staff to inform them that some <br />of the proposed project stormwater quality improvements may be eligible for upcoming grant <br />funding.
