The approved Master Plan for the TCAAP property includes 194.9 162.2 acres of
residential land for and a maximum of up to 1,9(4)60 residential units for an
overall maximum gross density of 109.00 units per acre. The gross density
includes the neighborhood collector roads; however, it excludes parks, arterial
roads, and the water infrastructure. Future development of TCAAP shall be
subject to a term sheet for development to be known as Rice Creek Commons in
order to meet the goals of the Comprehensive Plan with a requirement that 20%
of housing units in the development must be affordable at 60% of Area Median
Income.

Planning staff has reviewed all of the above proposed amendments with the Metropolitan Council
and they have no additional comments at this time.

2. Rezoning

In the TRC, the city code has zoning districts that are specific to TCAAP. These zoning districts
are titled similarly to the Comprehensive Plan. The three zoning districts that are pertinent to the
rezoning review are NR-3, NR-4, and FO (i.e. Flex Office). The TRC code language and zoning
districts are the tools that establish the location and criteria for implementation of future land uses
as set out in the goals of the City’s Comprehensive Plan. As noted above, the zoning cannot
conflict with the future land use designation. Therefore in tandem with the comprehensive plan
amendments, the City is proposing to rezone the following areas:

Current Zoning Acreage Proposed Zoning Acreage
Town Center North NR – 3 5.8 NR – 3 10.6
NR – 4 4.8
Town Center South NR – 4 16.8 NR – 3 8.1
NR – 4 8.7
Southwest Area Flex Office 32.4 NR – 3 21
NR – 4 11.4

Existing NR Proposed NR Existing FO Proposed FO
Zoning Districts Zoning Districts Zoning District Zoning District
