City Code Section 1380 - TRC Amendments <br /> <br />The last part of the proposed amendment reviews are the TRC ordinance sections specific to the <br />Flex Office (FO) and Neighborhood (NR) Zoning Districts that would increase residential density <br />from 1,460 units up to 1,960 units within the regulating plan for TCAAP also referenced as Rice <br />Creek Commons. In addition, ordinance language would be amended to increase the residential <br />dwelling units per acre and allow for multi-family residential land uses as a permitted use with <br />criteria in the NR-4 Zoning Districts. The proposed amendments to City Zoning Code Chapter 13 <br />are within the following Sections: <br /> <br />• Section 1380 – TCAAP Redevelopment Code <br />o Section 2 – Components of the Code <br /> Subsection 2.1 – The Regulating Plan <br />o Section 5 – Schedule of Permitted Use <br /> Subsection 5.1, Table 5-1 – TRC Zoning District Land Use Table <br /> Subsection 5.2, Table 5-2 – Additional Use Criteria Table <br />o Section 6 – Building and Site Development Standards <br /> Subsection 6.6.a – Flex Office Zoning District, Illustrations and Intent <br /> Subsection 6.8.a – Neighborhood Zoning District, Illustrations and Intent <br /> Subsection 6.8.b.iii – Neighborhood Zoning District, Gross Density <br />o Attachment 1 – Regulating Plan <br />o Appendix G <br /> <br />Under the Developer’s proposed density of up to 1,960 units, there are two areas where the <br />additional 500 housing units are being requested. Those locations are Town Center South to add <br />142 housing units and the Southwest neighborhood to add 358 housing units. The increased units <br />will be comprised of a variety of housing infrastructure to include single family residential, <br />townhomes, and apartments. It should be noted that these types of housing infrastructure are <br />currently a permitted residential use as outlined in Table 5.1 of the TRC Zoning District Land Use <br />Table in either the Town Center or Neighborhood Residential Zoning Districts. The request that <br />the Planning Commission is being asked to consider is amending the NR – 4 Zoning District to be <br />expanded to include medium (ex. 32-unit apartment) and large (ex. 175 unit apartment) multi- <br />family residential uses. In doing so, the City needs to amend the corresponding descriptions and <br />tables to reflect that amendment.
