<br />. <br /> <br />. <br /> <br />. <br /> <br />ARDE:\f HILLS CITY COUNCIL MEETING MINUTES <br />MARCH 11, 2002 <br /> <br />3 <br /> <br />Councilmember Aplikowski stated she did not believe it was necessary for a Plan B and to <br />proceed with this proj cet. <br /> <br />Councilmember Grant requcstcd statT prepare a five-year plan for road maintenance. Mayor <br />Probst replied this had been previOllsly request cd of staff. <br /> <br />B. Exccl Utility Line <br /> <br />'vir. LY11ch updated Council on a letter he sent to Xcel Energy regarding construction of overhead <br />electrical lines in thc future. <br /> <br />Mayor Probst asked if Council wished to express their view in any stronger temlS other than 'vir. <br />Lynch's March 4, 2002 letter scnt to Xcel. He asked Council how they w'ished to proceed. <br /> <br />Counci [member Grant indicated he was not sure of the chain of command of Xcel Energy, hut <br />believed the lctter was sufficient. <br /> <br />Mayor Probst indicated he was frustrated with thc unwillingness oCXccl Energy to give the City <br />a contact person at the company. <br /> <br />Councilmcmbcr Aplikowski stated she agreed with the prcmise, but she believed this was a sign <br />of the times. She believcd by having surrounding communities pay for what they wanted, Xcel <br />now took the position iCthe Citics want something, they would have to pay for it. She agreed <br />with the letter and the Mayor's opinion, but believed this would probably occur again in the <br />future. <br /> <br />Councilmember Larson stated the letter was fine, but he did not believe the letter would be of <br />any benefit or get Xcel Energy's attention. Hc stated he was not surc what leverage the City had <br />to get Xce!'s attention. He indicated he did not havc a great deal of confidence this letter would <br />rcsult in any Cha.tlgCS. <br /> <br />Mayor Probst indicatcd at this time they would wait to see if they received a rcsponse from Xcel <br />Energy. <br /> <br />ADlVIlNISTRATOR COMMENTS <br /> <br />Mr. L)~lCh updated Council on a Legislative proposal limiting the City's ahility to have input on <br />the highway system. He suggcstcd each Councilmember writc a letter or, in the alternative, the <br />Mayor write a letter. <br /> <br />Councilmember Larson stated Council needed to be clear enough to staff so staff had good <br />direction in preparing such a lettcr. He indicated he wOldd prefcr not having to writc a letter. <br /> <br />Councilmember Aplikowski stated if the Mayor was going to sign the letter, the Mayor should be <br />the one to edit thc letter. She requested tbe next timc a letter goes out from the whole Council, it <br />have the signature of aJl Councilmcmbers. <br />
