<br />. <br /> <br />. <br /> <br />. <br /> <br />ARDEN HILLS SPECIAL CITY COUNCIL MEETING MINJ;TES <br />MARCH 11,2002 <br /> <br />2 <br /> <br />Kelly Doran with Robel1 Muir and Company, a Florida based commercial devclopment <br />company, noted that the Northtown Mall in Blaine was a Robert Muir development. \1r. Doran <br />indicated that they havc redevelopment experience. They worked with the City ofBJaine and <br />their Economic Development Authority on thc Lexington 35W Villages ofBlainc development. <br /> <br />Tom McGough, Jr., representcd McGough Construction. Mr. McGough showed a presentation <br />on projects they havc done which included Gencral Mills, HB Fullcr, and Carlson Company <br />buildings. <br /> <br />Frat1k Ricks is with thc Planning and Architectural Finn of Looncy, Ricks, and Kiss in the <br />southem United States. :VIr. Ricks indicatcd that his fi1l11 was the town designcr for Celebration <br />Florida, which is the planned community built by the Disney Corporation. <br /> <br />AJicr thc prcsentation the Council asked questions. Mayor Probst wondered if anyone has <br />considered how to gain cOlmmmity involvement and acceptance of any proposed type of <br />development. Mr. Ricks ofLRK responded that therc are several options to gain community <br />involvcmcnt and acceptance including open fomms, charetles, and neighborhood locus groups. <br /> <br />Mayor Probst also askcd about any experience the group may have had with being able to obtain <br />thc necessary proper1y transfer from the Cedcral govemment. The group indicated they have some <br />experience working with developers aJ1er the local unit of govemment has obtained control of <br />the property. They have workcd with redevelopment authorities as property becatne availablc <br />after clean up was completed. <br /> <br />Mayor Probst indicated the community is concemed about aJlordable housing. He asked how the <br />group would meet affordablc housing criteria that has been established. This is something that <br />thc City of Arden Hills wants to accomplish in the proposed TCAAP development. Mr. Stutz <br />responded that they are prepared to deal with the alTordability through Rottlund Homes or David <br />Bemard Homcs, -'PI for multiple family housing and Presbyterian Homes for senior housing. <br /> <br />The Mayor asked what kind of dcdication the group had for providing financial resources and <br />time commitment. Mr. :\foonan indicated that the companies involved arc prepared to make the <br />necessary linancial resources available. Mr. Noonan indicated the groups understand that this <br />change cannot happen in a short time Jrame. <br /> <br />Councilmember Larson inquired if the group had any concept about minimums or maximums for <br />uses in order to make the project economically feasible. Mr. l\oonan indicated there was no <br />minimum or maximum in tenns of amount orland uses to proceed with the project. Hc stated he <br />did not believe that it was necessary to have a regional rctail development on the property in <br />order to make it economically feasible. He believed a town center concept or villages would be <br />more appropriatcly sized. <br />
