<br />ARDEN HILLS REGULAR CITY COUNCIL MEETING MINUTES <br />MAY 28, 2002 <br /> <br />13 <br /> <br />. <br /> <br />Mayor Probst stated he assumed there would be modifications made to the <br />feasibility study originally presented, He indicated it was Council's responsibility <br />to maintain the infrastructure of the community and this was a logical place to <br />start, <br /> <br />Council Member Rem expressed concern about spending as much money as was <br />being recommended for the Ingerson neighborhood, She stated she did not disagree <br />that the infrastructure needed to be maintained, She stated just because they had <br />the money, did not mean it should all be spent in one area. <br /> <br />Council Member Aplikowski requested an alternative to the Weir situation and <br />also alternatives to closing Hamline Avenue, She requested they look at the storm <br />sewer system also, <br /> <br />. <br /> <br />Council Member Grant stated there seemed to be a difference in the memorandum <br />and the item on their agenda. He asked if they were talking about the PMP project <br />for 2003, or where they talking about the 2003 CIP scope. He stated he was <br />hesitant to go back into the Ingerson neighborhood just because they had the <br />money at this time, He stated this would not be a good decision. In terms of <br />G.A.S.B, 34, he encouraged staff to maintain vigilance. He stated he would not <br />support going back into Ingerson, but he was in support of the Karth Lake <br />proposal. <br /> <br />Mayor Probst asked if they abandoned the Ingerson neighborhood for next year, <br />what did Council Member Grant propose in its place. Council Member Grant <br />replied he would like the City Engineer to look into this. <br /> <br />Mr. Brown stated whether they had the money or not, the Ingerson neighborhood <br />was still the number one concern. He agreed that overlay projects were more time <br />sensitive, but the Ingerson neighborhood had been substantially deteriorating and <br />this should be the City's major priority, He indicated the Ingerson neighborhood <br />ranked at the top of the list, regardless of whether the money was there or not. <br /> <br />. <br /> <br />Council Member Larson stated if they were going to go forward with a Pavement <br />Management Program, then the Ingerson neighborhood should be reconstructed. <br />He expressed concern that every time the Council reached a consensus as to what <br />they were going to do, they appeared to get cold feet. He indicated they had <br />previously agreed on doing the neighborhood approach and not an individual street <br />
