<br />. <br /> <br />. <br /> <br />. <br /> <br />[__un <br /> <br />ARDEN HILLS REGULAR CITY COUNCIL MEETING MINUTES <br />MAY 28, 2002 <br /> <br />14 <br /> <br />approach and he found it frustrating that they were not taking the approach they <br />had previously agreed to. <br /> <br />Mr. Lynch stated he believed Ingerson fit the criteria the Council had previously <br />established for the Pavement Management Program. <br /> <br />Council Member Grant asked what the PCI rating in 2003 would be for the <br />Ingerson neighborhood, The City Engineer replied it would probably fall another 5 <br />points, and it would be likely to continue at that rate or accelerate. <br /> <br />Council Member Grant asked if there were other streets in the mill and overlay. <br />The City Engineer replied Brighton Way and Chatham were the next candidates in <br />line. He stated these two streets were relatively small projects. <br /> <br />Council Member Aplikowski stated the Council had decided they were going to do <br />the neighborhood approach and since this had been identified, they should move <br />forward with this. She agreed with Council Member Larson that they should not <br />take steps backward and they should move forward and stay together as a group. <br />She urged the Council Members to move forward with the feasibility report on the <br />Ingerson neighborhood, <br /> <br />Council Member Larson stated he would not support this ifit would be a 3-2 vote, <br />He stated if there was not a consensus among the Council then they should discuss <br />this issue further. He indicated this would send the wrong message to the <br />neighborhood. <br /> <br />Council Member Rem stated she would support the Ingerson neighborhood project, <br />but she did have reservations about it. <br /> <br />Council Member Grant stated clearly Ingerson was down toward the bottom of the <br />PCI rating. The issue for him was that there were two streets with a combined <br />length of 3800 feet with a PCI rating of 83 and he questioned why they were going <br />to tear up those streets, The City Engineer replied Tiller and Dunlap were not a <br />part of this project and they would not be touched. <br /> <br />Council Member Grant stated he did not want to do the Edgewater neighborhood <br />due to connection issues to be addressed by staff, but if they were going to do <br />reconstruction, the Ingerson neighborhood would make sense. <br />
