<br />. <br /> <br />. <br /> <br />. <br /> <br />ARDEN HILLS REGULAR CITY COUNCIL MEETING MINUTES <br />MAY 28, 2002 <br /> <br />5 <br /> <br />MOTION: Council Member Grant moved and Council Member Aplikowski <br />seconded a motion to indicate it was the Council's position that in the <br />situation where the Storm Water Management Plan and the Parks, <br />Trails, and Open Space Plan conflict with respect to stonn water <br />ponding, the Parks, Trails and Open Space plan shaU take precedence, <br /> <br />Council Member Rem thanked Council Member Grant for considering this and <br />making the motion. <br /> <br />Council Member Larson stated he did not disagree with Council Member Grant's <br />suggestion, but he was not sure the Parks, Trail and Open Space plan should take <br />precedence over the Storm Water Management Plan. He stated he would rather <br />adopt a motion that stating that tbe parklands were schematic and any decision to <br />proceed with these plans would require action by the Council. He stated he wanted <br />to make it clear these were not final plans, <br /> <br />Council Member Grant asked if he amended his motion to take into consideration <br />park size, would Council Member Larson still have a concern with this motion. <br /> <br />Council Member Larson stated he had a problem that this plan would take <br />precedence over another plan. He stated this was a schematic based on the <br />Committee's recommendation as a scenario for development. He stated if this had <br />a direct effect on Valentine Park then they should address Valentine Park and not <br />the whole plan. <br /> <br />Council Member Larson requested a friendly amendment to read, "space for park <br />activity shall take precedence over use for ponding", <br /> <br />Council Member Grant added to Council Member Larson's friendly amendment, <br />"specifically with respect to Valentine Park". <br /> <br />Council Member Grant and Council Member Aplikowski accepted the friendly <br />amendment. <br />
