<br />ARDEN HILLS REGULAR CITY COUNCIL MEETING MINUTES <br />JUNE 10, 2002 <br /> <br />4 <br /> <br />. <br /> <br />Council Member Larson stated the only real basis for saying no was that <br />neighborhood communities had withdrawn their pennit, and no other communities <br />would allow them to solicit. He stated it did not appear there was much in the <br />Ordinance as to whether they could or could not issue a solicitor's permit. <br /> <br />Council Member Rem agreed with Council Member Larson, and stated they <br />needed to grant the pennit, unless the Ordinance specifically stated a reason as to <br />why they should not grant a pennit. She indicated the recommendations for denial <br />from the other Cities were against another person and not this person. <br /> <br />Council Member Aplikowski stated this person's character had not been found <br />undesirable, but the company's practices might be undesirable, She stated she <br />believed the company should be seeking the pennit, and not the employee, <br /> <br />MOTTON: Council Member Aplikowski moved and Council Member Larson <br />seconded a motion to deny Johns - Solicitor Permit Application on <br />the basis the company was not seeking the permit. The motion carried <br />. (4-1 Council Member Rem). <br /> <br />PUBLIC HEARING <br /> <br />SB. Resolution No. 02-23 Ordering Improvement and Authorizing <br />Advertisement to Receive Bids: Pavement Management Plan, Hunters <br />Court and Waldon Place. <br /> <br />Mayor Probst opened the Public Hearing at 7:22 p.m. <br /> <br />The City Engineer Brown indicated the final plans and specifications for the <br />project had been completed, The proposed improvements include the <br />reconstruction of Hunter's Court and Waldon Place to 32-foot wide streets with <br />concrete curb and gutter. The cul-de-sac bulbs were designed with 100-foot <br />diameters. <br /> <br />. <br /> <br />Carol Schjei, 1140 Hunters Square, stated she had an interest in cleaning up the <br />pond, She asked what Council's thoughts were and if they were willing to provide <br />some money towards the pond clean up, She indicated this was a great concern of <br />hers. Mr. Brown replied two lots had an easement and there was no homeowners <br />
