.

.

.

ARDEN HILLS REGULAR CITY COUNCIL MEETING MINUTES
JUNE lO, 2002

8

9. CITY ADMINISTRATOR'S REPORTS

A. Fire Board Representative Appointment

Mr. Lynch indicated a new Fire Board had been created, which would be the
operational review for the new Fire Chief and the Fire Department. He stated the
City was responsible for appointing one representative from the community,
Council, or staff to represent the community on the new Fire Board.

Council Member Larson stated they had a Joint Powers Board that oversaw the
budget and the general agreement that the three Cities had. He stated they also had
a Board that oversaw the pension fund, He indicated this was a third Board that
would basically work with the new Fire Chief on the day-to-day aspects of running
the Fire Department. He stated this was a new Board and it was distinct from the
other two Boards that had been in place for some time.

Council Member Aplikowski stated she believed it would be good for Council
Member Larson to be a member of this Board,

MOTION: Council Member Aplikowski moved and Council Member Grant
seconded a motion to appoint Council Member Gregg Larson to the
Fire Board. The motion carried unanimously (5-0).

B. Future of DARE Program

Mr. Lynch explained the future of the DARE Program through the Ramsey County
Sheriffs Department had been under discussion for the past several months, He
indicated continuation of DARE has now reached a critical point within the City's
contract jurisdiction group, He stated Mounds View School District would be
using a school resource officer instead of a DARE officer. As a result, Arden Hills,
Shoreview, and North Oaks need to decide whether they are willing to fund the
greater share of DARE costs,

Council Member Aplikowski stated if the Sheriffs Department was in favor of
this program, they should come forward and explain what it means to them. She
indicated it was difficult for her to determine what exactly that meant to the City.
She asked if the City benefited from this program.
