<br />ARDEN HILLS CITY COUNCIL WORKSESSION - JUNE 18, 2001 <br /> <br />3 <br /> <br />. <br /> <br />period and how that compares to neighboring communities; and excavation and <br />obstruction permits being combined in one. <br /> <br />Staff was directed to provide a final draft of the ordinance, rather than a generic <br />version, incorporating all changes as confirmed by a staff memorandum, by the <br />June 25th Council meeting for review and further discussion, anticipating formal <br />action at the July 9th meeting. <br /> <br />STAFF COMMENTS - PUBLIC WORKS DEPARTMENT <br /> <br />Mr. Moore provided an update for Councilmembers on various public works <br />projects including, sealcoating; the north water tower project, and potential <br />change order forthcoming; the Old Highway 10 watermain project; Lift station #8 <br />completion; and the volume of public works related phone contacts. <br /> <br />COUNCIL COMMENTS <br /> <br />. <br /> <br />Councilmembers expressed concern regarding whether staff was receiving clear <br />direction from the Council when requesting specific information and final <br />documents requiring their review. It was their consensus that, when possible, <br />staff provide final documents for their review, after having thoroughly researched <br />and reviewed the specific items and providing qualified options by staff <br />memorandum, allowing Councilmembers to make an informed decision. If staff <br />found they were unable to meet the projected timetable for action at an upcoming <br />Council meeting, the item should be removed from that agenda until research and <br />compilation of facts had been completed, and moved to a future agenda. <br /> <br />Councilmembers also expressed concern regarding their knowledge of the status <br />of the staff reorganization process. <br /> <br />Further discussion items included timing of the City Hall grand opening <br />Ceremonies; and scheduling a closed executive session to discuss a pending <br />litigation issue. <br /> <br />Staff was directed to provide clarification of whether a specific date had been <br />confirmed with the Minnesota Army National Guard for City Hall grand opening. <br /> <br />Staff was further directed to prepare a memorandum outlining Council options <br />regarding the Mounds View School District's proposed use of the Minnesota <br />Department of Transportation property for overflow parking during the remainder <br />of their construction project, and activation of deferred assessments from the <br />County Road F project of several years ago. <br /> <br />. <br /> <br />Discussion was held regarding the upcoming Public Hearing on proposed <br />modifications and/or enforcement of the Lake Johanna Ordinance. <br />
