Mr. Stonehouse presented two plans one with the trail and one <br />without the trail. <br /> <br />Mr. Stonehouse noted the design of the reconstruction allows for a trail, whether built now or in the <br />future, should the neighborhood change their minds. <br /> <br />Mr. Stonehouse stated bids were received on March 30, 1995 and Midwest Asphalt, Inc. was the <br />lowest responsible bidder at $798,808.45. <br /> <br />Councilmember Malone asked if the bid includes replacing the water main. Mr. Stonehouse <br />indicated that would be correct, the replacement of the water main would provide for the availability <br />of Minnesota State Aid funds. Mr. Stonehouse noted last winter there were several breaks in the line <br />and replacement is necessary. <br /> <br />Councilmember Hicks inquired if the bid includes the trail. Mr. Stonehouse indicated that was <br />correct. Councilmember Hicks indicated if the trail was not constructed there would be a small <br />savings. <br /> <br />Councilmember Hicks inquired if the road was moved to the north, to save trees. Mr. Stonehouse <br />indicated that was correct <br /> <br />Councilmember Hicks asked how the traffic flow will be routed at the high school driveway. <br />Councilmember Hicks asked if the trail could be added in the future. Mr. Stonehouse indicated that <br />was correct and there would be minimal damage to trees in the area <br /> <br />Councilmember Hicks inquired as to the traffic pattern at the eastern side of the high school. Mr. <br />Stonehouse indicated there would be an exit only. out of the driveway and the traffic would turn <br />right or east. <br /> <br />Councilmember Hicks inquired as to how the traffic flow would be routed and if there would be <br />signage. Mr. Stonehouse indicated there would be stripping and could be additional signage as well. <br /> <br />Councilmember Aplikowski requested to review the plans. Mr. Stonehouse pointed out the two <br />plans on the overhead transparencies. <br /> <br />Councilmember Hicks inquired if the high school's request for moving the trail onto their property <br />had been accomplished. Mr. Stonehouse indicated this had been done and the school will be <br />responsible for the maintenance of the trail. <br /> <br />Councilmember Malone inquired as to the cost of the trail. Mr. Stonehouse indicated approximately <br />$20,000. Councilmember Malone asked for the cost of the trail, should the trail be done in the <br />future. Mr. Stonehouse indicated the cost would be approximately $25,000. <br />
