The motion carried <br />unanimously (5-0). <br /> <br />MINNESOTA ARMY NATIONAL GUARD UTILITY CONNECTION REQUEST. <br /> <br />Superintendent Winkel presented a brief background to the request of from the Army National <br />Guard Reserve for permission to connect to the Arden Hills sanitary sewer and water systems. <br />Mr. Winkel indicated the proposed connections are in the area of I-Tamline Avenue and Highway <br />96. <br /> <br />Mr. Winkel indicated staff has various issues that need further review prior to final report to <br />Council. Mr. Winkel presented the Council with the following issues: <br /> <br />A. Staff is discussing a connection agreement with City Attorney Filla that will be <br />presented to the National Guard Reserve for approval. The agreement should <br />include future ownership and maintenance responsibilities. <br /> <br />B. The proposed plans indicated that only one jacking would be done under Highway. <br />96, and that both the sewer and water pipes be installed in one 30 inch casing. <br />Staff proposes that two jackings be done, one each for sewer and water. <br /> <br />C. The current proposal shows a 10 inch water main extended to the National Guard <br />facility. Staff reco=ends that 12 inch water main be used. This will muimi71' <br />the amount of available water to the site. <br /> <br />D. The proposal also has two options for the sanitary sewer connection. The <br />National guard prefers option n A n which would require the sewage to flow into <br />a City lift station in the Karch Lake area. Staff prefers Option "B n that empties the <br />sewage directly into a gravity flow manhole, and will not need additional <br />pumpmg. <br /> <br />E. Staff will also review the proposed lift station and force main sizes. In order to <br />mayimi71' the amount of sewage that could be discharged from the TCAAP <br />property, both the lift station and force sizes could be increased. <br /> <br />F. An alternate sewer discharge site is also being reviewed. There are manholes <br />available at Old Snelling and Highway 96 that may be capable of handling higher <br />flow rates. <br />
