Superintendent Winkel indicated he and Mr. Post have
attended these meetings in the past.

Councilmember Aplikowski inquired if there was representation for the MetCouncil
Transportation meetings. Superintendent Winkel indicated he was not aware of anyone attending
those meetings.

Mayor Probst indicated if there are various residents or committee members who perhaps would
be interested in participating as members of the Metropolitan Council Committees that have
vacancies, if anyone is aware of those who would be interested, please notify City Hall.

Councilmember Malone indicated the Met Council is proposing municipalities to change their
Comprehensive Plans to supersede their Zoning ordinances and to be the legally immune
document instead of visa versa.

Councilmember Malone indicated the Met Council is also proposing an unfunded mandate to
prepare this document which would cost approximately $5,000,000 for the Metro area and for
Arden Hills approximately $50,000.

Councilmember Malone indicated AMM is carefully reviewing this issue and will not accept
unfunded mandates.

Councilmember Malone indicated another issue to review with legislators, is the possible
appropriation of sale tax dollars regarding the last half percent increase to be returned to the State
General Fund, instead of continuing as Municipal aid.

Councilmember Hicks inquired if the striping on County Road E between old Highway 10 and
51 is a priority as soon as the weather permits. Superintendent Winkel noted that is what had
been indicated to him, but will also follow up with a reminder letter to the County.
Superintendent Winkel also noted perhaps parking signs could be placed along the street by
Freeway Park.

Councilmember Hicks indicated concern for the increase in traffic speed along County Road E,
he suggested better monitoring of this traffic. Mayor Probst indicated sending the concern along
to the Public Works and Safety meeting this month.

Mayor Probst congratulated Parks and Recreation Director Walsh for her grant writing and
obtaining the State grant for Perry Park.
