Mr. Stonehouse indicated a four inch pipe will serve 20 acres and a six inch <br />pipe would serve 80 acres. <br /> <br />Mr. Stonehouse indicated considering limited development the four inch would be adequate. <br /> <br />MOTION: Hicks moved and Aplikowski seconded a motion to direct staff to negotiate a <br />connection agreement between the National Guard Reserve and Arden Hills. The <br />motion carried unanimously (4-0). <br /> <br />SCOPE OF WORK ON SANITARY SEWER STUDY <br /> <br />Superintendent Winkel indicated as part of the 1995 budget, $6,500 was allocated for the <br />preparation of a Sanitary Sewer Master Plan. <br /> <br />Mr. Winkel indicated City Engineer, Terry Maurer estimated the project cost to be $15,000, <br />which far exceeds the 1995 budgeted amount, but staff feels that these costs can be reduced with <br />the Public Works crew performing some of the work outlined in the proposal. <br /> <br />Mr. Winkel indicated the purchases and expenditures out of the 1995 sanitary sewer budget will <br />also be monitored very closely. If it is determined at the mid-point of the year that the sewer <br />budget cannot absorb the cost of the study, some budgeted items will not be purchased in 1995. <br /> <br />Mr. Winkel indicated staff recommends that M.S.A. Engineering be authorized to prepare a <br />Sanitary Sewer Master Plan for the Arden Hills Sanitary Sewer system. <br /> <br />Councilmember Hicks inquired as to the benefits the City will receive. Mr. Winkel indicated <br />issues regarding lift stations, current flow rates, Lake Johanna and those type of issues will be <br />reviewed by the engineering staff of M.S.A. <br /> <br />MOTION: Hicks moved and Aplikowski seconded a motion to authorize M.S.A. Engineering <br />to prepare a Sanitary Sewer Master Plan with expenditures not to exceed $15,000. <br />The motion carried unanimously (4-0). <br /> <br />APPROVE TCAAP REQUEST FOR PROPOSAL <br /> <br />City Administrator Fritsinger indicated a revised draft Request for Proposal (RFP) prepared for <br />the Arsenal project is before the Council. He noted he tried to redefine this document and <br />provide specific detail in the area of the scope of services. <br /> <br />Mr. F ritsinger indicated this scope of services more accurately reflects the project the City is <br />looking for the consultant to complete. <br />
