Mr. Fritsinger indicated this will be further defined over the next year.

Acting Mayor Malone closed the public hearing at 8:51 p.m.

Councilmember Hicks inquired as to Valentine Pond, has the pond been evaluated. Mr.
Stonehouse indicated this has not been done yet.

Councilmember Hicks inquired as to the proposed drainage, it is not proposed to drain the pond.
Mr. Stonehouse indicated no, that was not the intention, but was to help alleviate current
drainage problems in the area.

Councilmember Hicks inquired as to the width of the road currently. Mr. Stonehouse indicated
approximately 30 feet and typically a road would be 32 feet. Councilmember Hicks then inquired
as to the width a road would need to be for obtaining state aid funds. Mr. Stonehouse indicated
36 feet.

Councilmember Hicks indicated for clarification to the audience, the reason for the widening of
the road was to meet Minnesota State Aid fund requirements, which is an important funding
opportunity.

Councilmember Hicks indicated he would like to continue communication with residents, but
perhaps it would have been better sooner. Due to the time restraints, Councilmember Hicks did
not want to delay the project. Councilmember Hicks inquired as to the result should the Council
delay action for one month. Mr. Stonehouse indicated that would jeopardize the completion of
construction by September 30,1995.

Councilmember Aplikowski indicated she lives in the circle of homes directly behind the high
school and understands the traffic concerns. She indicated to make the road better the City will
have to deal with what is already there, such as the high school and bus terminal.

Councilmember Aplikowski indicated the road does need to be repaired and does not wish to
delay the project. She wishes to keep communication open with residents.

Councilmember Keim wish to reiterate the need for the wider road to obtain Minnesota State Aid
funds.

Councilmember Hicks indicated regarding comments made that the County would have done
improvements for $400,000, this would have been to regrade and pave, not to fix the storm sewer
or other necessary improvements. Mr. Stonehouse concurred and he did not recommend this
procedure.
