PROPOSED SCOPE OF WORK
The Bolton & Menk team will be committed to project success. The following tasks are proposed to be completed.
Task 1: CDBG Grant Application Preparation
Task 1. 1: Project Kickoff Meeting
Our team will host a virtual kickoff meeting with City staff to discuss the project, CDBG grant application process, and
overall timeline for the project, from kickoff to completion of construction and closeout of the grant.
Task 1.2: Grant Application Preparation
Bolton & Menk will develop the necessary documentation to fulfill the requirements of the CDBG grant application
through Ramsey County and HUD, and will submit the application on behalf of the City, or compile and provide the City
with the necessary documentation to submit the application themselves.
Task 2: Bidding Document Development
The City will gather necessary project files from the prior consultant and provide them to us. BMI will conduct a cost
effective site survey to ensure drawings and identified elevations and dimensioning are accurate. We will develop one
draft plan for review by the City. Materials will be updated based on City comments, and a 100% package will be
prepared for bidding. We will assist the City throughout the bidding process including responding to contractor inquiries,
and issuing addenda as needed. We anticipate holding 2 design meetings with City staff throughout the duration of this
Task.
Task 2. 1: Project Data Coordination
From the CAD files generated as part of the original Arden Manor CD package, BMI develop the plans for the athletic
court project. Bolton & Menk will confirm the files can be used for production of an updated plan set.
Task 2.2: Site Survey
Bolton & Menk will survey key locations on site including tie-ins to adjacent infrastructure, existing court corners, and
other items as necessary to ensure we are designing off of field accurate data. Generally this survey will be limited to 20'
outside the extents of the location of the existing courts to be reconstructed. We will supplement the information gathered
during this survey effort with CAD files generated by the prior consultant to develop a cohesive project base file.
Task 2.3: Draft Plans & Estimate
Bolton & Menk will produce draft construction plans for City review, which will generally be about 60% complete. The
60% plans will be completed to City of Arden Hills standards and will include the following:
1. Title sheet, legend sheet, removals/existing conditions plan, and construction details
2. Proposed site plan and grading plan
3. Erosion control and restoration plan
Storm Water Pollution Prevention Plan (SWPPP) sheets are not anticipated to be necessary for this project. We will also
generate a preliminary opinion of probable cost estimate for the project that assumes a 15% construction contingency.
Task 2.4: 100% Plans, Estimate, & Specifications
Following City 60% review, the plans will be updated based on city comments and Bolton & Menk QA/QC. A 100%
complete plan set with accompanying project manual with CDBG related requirements will be prepared and readied for
bidding by contractors.
