1 <br />Task 2.5: Bidding, Contractor Questions, Revisions, & Award <br />We will place the bidding documents on QuestCDN and facilitate an online bid opening for the project. During the time <br />the project is being advertised, Bolton & Menk staff will field bidder questions, make revisions if necessary, and issue <br />necessary addenda prior to the opening of bids. Following the bid opening, we will compile the bids received in a <br />tabulation and abstract and make recommendation to the City regarding the bid award. Additionally, based upon the bids <br />received, we will update the assessment roll per unit prices provided in the lowest responsible bid. <br />Task 3: Construction Phase and Grant Administration <br />Bolton & Menk will assist the city through the construction phase by providing construction administration, staking and <br />observation services. Bolton & Menk will plan and lead the project's pre -construction meeting and review shop drawings <br />as they are submitted by the contractor. We intend to balance quality and cost, by identifying key milestones in the <br />construction process where on -site inspection and observation services would be instrumental in delivering a quality final <br />product. <br />Our scope of services assumes construction will take approximately 8 weeks. A part time inspection is anticipated, <br />focused on response to questions or weekly site visits in response specific coordination items identified by the City or <br />contractor. <br />Our survey crew will stake the proposed court corners one time, following demolition of the existing court. The contractor <br />is assumed to be able to locate and construct all other improvements from these stakes. All other field locating of features <br />are assumed to be the responsibility of the contractor, as disturbances will be restored in -kind and are anticipated to be <br />small in scale. <br />Bolton & Menk will provide a qualified individual to administer both the construction contract and CDBG grant. Duties <br />associated with construction contract administration are anticipated to vary throughout the duration of the project. Our <br />scope assumes bi-weekly construction meetings with the contractor throughout the duration of construction, the <br />preparation of monthly progress payments, and development of change order documents as necessary. Duties associated <br />with administration of the CDBG grant include facilitation of wage compliance and other documentation as necessary to <br />satisfy requirements of the grant, and submittals necessary for the city to collect reimbursement relative to project <br />expenses. <br />Potential Future Services Not Included & Project Assumptions <br />Through development of the project, Bolton & Menk will work with the City to gauge potential future service needs for: <br />1. Construction phase communications services <br />2. Construction phase soils and material testing <br />3. Full time inspection <br />4. Public coordination / communication / mailings / newsletters / project website <br />
