Crew is seeking the following applications: <br />• Conditional Use Permit ("CUP") for a Vehicle — motorized, service"; <br />• Planned Unit Development Combined Master and Final Plans; <br />• Preliminary Plat ("Plat"); and <br />• Site Plan Review (collectively, the "Application") <br />1. Property Description and Background <br />The Project is spans across two parcels of adjoining land located at 3737 Lexington Avenue <br />North ("Parcel A") and 1133 Grey Fox Road ("Parcel B") in Arden Hills, Minnesota <br />(collectively referred to as the "Property"). The Property is zoned B-3 Service Business District <br />and guided for Commercial Use under the 2040 Comprehensive Plan (the "Comp Plan"). The <br />Property is in a high -traffic area near the Highway 694 and Lexington Avenue intersection. The <br />Property consists of 2.5 acres. Parcel A is the easterly parcel consisting of 1.49 acres and Parcel <br />B is the westerly parcel consisting of 1.01 acres. It currently contains a 1-story industrial <br />building, which is vacant and will be demolished as part of this Project. <br />In June 2022, Launch Properties, LLC, submitted a series of applications for Preliminary and <br />Final Plat, Master Planned Unit Development, Final Planned Unit Development, Conditional Use <br />Permit, and Site Plan to redevelop the Property into a Rocket Car Wash on Parcel A and a multi - <br />tenant building for a Panera Bread, Pacific Dental, and Bank of America on Parcel B. After <br />much discussion about the proposed car wash, specifically the shared parking, vacuums, and <br />overall uniformity of the building, the City Council voted 5-0 to approve the proposal with <br />conditions. The Launch Properties project has been abandoned by the original developer. <br />
