Arden Hills, MN 55112 <br />November 16, 2023 <br />Paae 2 <br />2. Project Summary <br />a. Site Design <br />The Project consists of a one-story carwash tunnel with approximately 5,800 square feet of total <br />floor area and a one-story interior clean tunnel with approximately 5,300 square feet. All of the <br />proposed site improvements will be included with the initial site construction with the exception <br />of the express interior clean building, which will be constructed within 3-5 years after the <br />customer base is established. A site phasing plan is included with the submittal to clearly <br />delineate the scope of work in the initial and final phases of construction. <br />Traffic will enter the Property from Grey Fox Road near the southwest corner though a single <br />new driveway entrance, replacing two existing curb cuts that presently provide access. <br />Customers will enter one of four proposed customer lanes where they will either select and pay <br />for their wash from a team member stationed under the canopy, or proceed towards an automated <br />scanner if they are an Unlimited Club member. Once payment is complete, an automated gate <br />will open one at a time allowing the customer to proceed towards the wash entrance. If a <br />customer vehicle is rejected from entering the exterior wash, an egress door on the north side of <br />the building will be opened allowing that vehicle to exit the queue and proceed around the north <br />side of the wash building. <br />On average, customers spend 3-5 minutes from the time they enter the Facility to the time they <br />depart. After leaving the carwash building, customers will either exit the property or circulate <br />through the interior clean building. All customers who use the interior clean building must first <br />enter the exterior carwash. There will be a bay of 10 pull -through vacuums located to the west <br />of the exterior wash building for customers to use at their convenience. <br />The proposed use as a carwash is categorized as "Vehicle Motorized Services," which is allowed <br />as a conditional use in the B-3 Service Business District. Conditional uses in the B-3 District are <br />required by Code § 1320.09 to seek a PUD for redevelopment. Therefore, Crew is seeking a <br />CUP and PUD to accommodate the Project. The Project will result in an overall reduction in <br />impervious surface from the current area of approximately 0.87 acres (64%) to 1.36 acres (55%). <br />The Gross Floor Area of the two proposed single -story buildings is 6,143 square feet, resulting in <br />a Base Area / Floor Area Ratio of 0.10. <br />b. Parking and Staffing <br />Parking is provided primarily for Crew Carwash employees, as Customers remain in their <br />vehicle while in the exterior wash tunnel, and only briefly exit their vehicle when it is inside the <br />interior clean tunnel or when using the self-service vacuums. 18 parking spaces have been <br />provided to accommodate the maximum number of team members expected to be on site at any <br />one time during a shift change. Typical staffing levels will require between 2 and 4 employees <br />for the exterior wash service, and up to 8 employees for the interior cleaning service. <br />
