Arden Hills, MN 55112 <br />November 16, 2023 <br />Paae 4 <br />Crew is seeking only a relatively minor deviation from the strict application of the City Code to <br />allow a setback reduction for the canopy. This will allow customers and staff to interact in a <br />covered environment, which is consistent with Crew's standard design. This will allow for a <br />substantial investment in environmental remediation and redevelopment of the Property in order <br />to allow for its productive reuse. The Project further supports the City's Comp Plan vision for <br />the "Red Fox/Grey Fox/Lexington Avenue Business Area" by reducing traffic congestion, <br />combining access points, and investing in redevelopment of a functionally obsolete site. <br />4. Conditional Use Permit: <br />The Project requires a CUP pursuant to City Code Section 1320.09. The Project is consistent <br />with the intent of the City Code based on the factors under City Code 1355.04, Subd. 3.13, as <br />follows: <br />a. Traffic and Parking Conditions; <br />The Project is anticipated to handle all traffic and parking on -site and expected to produce <br />approximately 2,200 Trips per day. The Project will include 18 parking stalls, and 10 vacuum <br />stalls. There will be 4 queueing lanes that can accommodate up to 7 cars each. <br />The trip generation for the development was calculated based on data collected at a comparable <br />Crew Car Wash location in Maple Grove, MN. The weather on the days of the data collection <br />were mid-40's and sunny, it is anticipated that trip generation and queuing data would be <br />representative of a normal day. It is anticipated that the Arden Hills location will operate <br />similarly to the Maple Grove location since they both have one carwash tunnel. However, the <br />Arden Hills location will have XIC service available. Per Crew Carwash, it is anticipated that <br />10% to 15% of vehicles that get a carwash will also utilize XIC. This is not anticipated to have a <br />significant impact on trip generation. The proposed car wash is anticipated to generate 2,143 <br />daily trips, with 233 trips generated during the car wash peak hour of 5:00 PM to 6:00 PM on a <br />weekday and 254 trips generated during the mid -day peak (12:OOPM — 1:00PM) on Saturday. A <br />detailed summary of the expected traffic conditions is provided in the Traffic Memorandum <br />included with the submittal. <br />b. Noise, glare, odors, vibration, smoke, dust, air pollution, heat, liquid or solid <br />waste, and other nuisance characteristics; <br />The Project is designed to avoid off -site noise, light, or any other pollution. The vehicle cleaning <br />will occur within the enclosed structures with access limited by closing garage doors, which will <br />reduce off -site noise. The vacuums are located to the west of the Property, approximately 75 feet <br />to the Property line in order to reduce off -site noise. All storm water will be captured and treated <br />on site and all water will be recaptured. The Project is not anticipated to create any odors. The <br />site lighting will consist of both building and pole -mounted LED light fixtures to fully illuminate <br />the property during opening hours. The lighting plan is designed to reduce off -site light <br />pollution. <br />
