Arden Hills, MN 55112 <br />November 16, 2023 <br />C. Drainage; <br />The Project will manage all stormwater runoff on site in an underground detention and filtration <br />system. Due to expected contamination of the soils on site, the project will not be proposing any <br />infiltration of stormwater runoff. A state-of-the-art wash water recapture system will be installed <br />to clean and recycle the water used for the car wash process. These systems both contribute to <br />responsible use and re -use of water on the project and ensure that any downstream impacts are <br />minimized. <br />d. Population density; <br />The Property is located in a high -density and high -traffic location within the City. Crew <br />anticipates that the demand for the service will support both the interior and exterior clean <br />buildings. <br />e. Visual and land use compatibility with uses and structures on surrounding <br />land; <br />The Project is designed to form a unified development within the boundaries of the Property and <br />will eliminate the cross traffic from the industrial property to the west. The Project design <br />encourages traffic circulation that reduces internal conflict and moves customers through the <br />carwash quickly and efficiently. All buildings and signage will use Crew Carwash's unified <br />branding and logos and will be complemented by the proposed landscaping on site. <br />f. Adjoining land values; <br />The Property is current an underutilized and contaminated industrial site. The surrounding uses <br />are industrial, fast food, or grocery to the south. It is anticipated that the redevelopment of the <br />Property will result in an increase in surrounding property values. <br />g. Park dedications where applicable; and <br />The Project will not create any new additional lots or dwelling units and will not require the <br />dedication of additional park lands. <br />h. Orderly development of the neighborhood and the City within the general <br />purpose and intent of the Zoning Code and the Comprehensive Development <br />Plan for the City. <br />The Project is consistent with the orderly development of the surrounding area and will reflect a <br />significant investment in an underutilized site. Subject to the PUD and CUP, the Project is <br />consistent with requirements of the B-3 Zoning of the Property. <br />The Property is guided Commercial in the City's 2040 Comprehensive Plan. The Project is <br />consistent with the Commercial future land use designation, which calls for "areas designated for <br />a broad range of retail, shopping, and services to meet the needs of the community and region." <br />The Property is also located within the "Red Fox/Grey Fox/Lexington Avenue Business Area" <br />
