<br />I <br />I. <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I- <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />Ie <br />I <br /> <br />ARDEN IDLLS CITY COUNCIL - MARCH 27.1995 <br /> <br />13 <br /> <br />City Administrator Fritsinger indicated staff is suggesting clarification of the inconsistent maps. <br /> <br />City Administrator Fritsinger indicated Ramsey County Parks has not indicated an interest in <br />acquiring this property. <br /> <br />City Admini!<trator Fritsinger indicated the Comprehensive Plan does not have to be amended for <br />the Ogren PUD Proposal to proceed. <br /> <br />Councilmember Malone indicated the Metropolitan Council is looking to require review and <br />updating of the Comprehensive Plan. He indicated a broader view of the Comprehensive Plan <br />should be taken and all necessary changes should be made at the same time. <br /> <br />Mayor Probst concurred with Councilmember Malone, as many as possible areas need to be <br />identified. <br /> <br />City Attorney Filla noted a super majority is required to pass this amendment, and since two <br />members have already voiced their opinion, the item would not move forward. <br /> <br />MOTION: <br /> <br />Hicks moved and Keirn seconded a motion to table Planning Case #95-12, <br />Comprehensive Plan Amendment for further review of problem areas. <br /> <br />Mayor Probst noted a Public Hearing is still under way. Councilmember Hicks withdrew his <br />motion. <br /> <br />Mayor Probst opened the floor to those who wish to speak in favor of the amendment <br /> <br />Ms. Jeanne Wini~ki of 4471 Old Hwy 10, indicated support to clarify the contradictions in maps. <br />She noted the map originally was designed to show what currently existed Property designated as <br />open space was in reality undeveloped land. She indicated it would be less confusing if perhaps two <br />maps were drawn, one to designate current use and one to designate potential use. <br /> <br />Mr. Jim Hanton of 3945 Rolling Hills Road, encouraged the Council to table this item until the <br />whole community can be reviewed. <br /> <br />Mr. Hanton indicated concern that the Zoning Ordinance was driving the Comprehensive Plan <br />instead of the Comprehensive Plan driving the Zoning Ordinance. <br /> <br />Ms. Angela Hames of 1839 Venus Avenue, indicated Ramsey County has by letter stated <br />intentions, if the land becomes available to accept it as part of their open space. She would provide <br />Council with a copy of that letter in the near future. <br /> <br />Mr. Mark Chapin of 3947 Rolling Hills Road, indicated concern that all open spaces are zoned <br />R-l Single Family Residential. <br />
