She indicated the impact on the environment and the cost for <br />cleaning and maintaining the environment from the hazards of the development, would be more <br />costly than the benefits of the development. She indicated concern that the development might <br />create a crisis for the City in the future. <br /> <br />Ms. Lois Rem of 1679 Glenview Court, questioned why the Ramsey County Open Space was <br />zoned R-l and indicated concern. <br /> <br />Ms. Rem indicated the response of the community at all the public hearings should be a sign to the <br />Council the impact of the development on the community. She indicated the citizens are also a part <br />of the governmental process. <br /> <br />Ms. Rem encouraged the City to establish a Wetland Ordinance, since there was no such ordinance <br />in place. Ms. Rem briefly read an ordinance adopted by Mounds Views as an example, and then <br />presented Staff with a copy of same. Her concern was for the preservation of the wetlands and to <br />regulate future development adjacent to wetlands. She indicated an EA W is necessary to protect the <br />community. <br /> <br />Mr. Jon Hoelscher of 1750 Gramsie Road, indicated no argument with legality of process or <br />transactions that have taken place thus far. Although he feels there is a greater issue involved, what <br />is the right thing to do. He indicated historically uses, the pole yard property, Army Ammunition <br />Plant, which were owned or leased for private use has resulted in serious pollution problems. <br /> <br />Mr. Hoelscher indicated the situation has been made more difficult with flawed information <br />regarding the two uses of this site, open space on one map and residential on another map. <br /> <br />Mr. Hoelscher felt even though the EA W is not mandatory, the Council should order the study, to <br />help further review the issues and to do the right thing. <br /> <br />Mr. Hoelscher indicated personally he would like to do the right thing and take responsibility, by <br />being taxed. He indicated if additional funds were needed to achieve a cohesive plan, to prevent <br />conflicting maps and flawed information. <br /> <br />Mr. Hoelscher encouraged Council to review the response of the citizens and proceed with <br />democratic decisions. <br /> <br />Mr. Kenneth Hanazalik of 1768 Venus Avenue, requested the Council walk the trail before <br />decisions are made, there are various trees that will be destroyed through development and grading. <br /> <br />Mr. Hanazalik suggested the views of the public weigh in the decision of the Council. <br />
