I
I.
I
I
I
I
I
I
I
Ie
I
I
I
I
I
I
I
I-
I

ARDEN IDLLS CITY COUNCIL - MARCH 27. 1995

9

Mr. Bob Mullin of 1793 Gramsie Road, indicated that it is obvious from the comments, that the
citizens and officials are expected to be lawyers, ecologists, hydrologists, environmentalists, traffic
specialists, and also artists. He quoted, Aleksandr So1zenitsyn, in his 1970 acceptance speech for
the nobel prize" ...the task of the artist is to sense more keenly than anyone else, the hannony and
beauty of the world, and to sense the outrage of what man has done to it.." He hoped as a
community of landowners, developers, and councilmembers, they can find a way that will be
satisfactory for all, to preserve the harmony and beauty of the open space which Arden Hills already
has. Preserve for this generation and generations to come.

Ms. Donna Woolfrey of 1811 Venus Avenue, indicated concern for the traffic, referring to a
serious accident her daughter had in this area. She believes the proposed street will cause additional
traffic problems.

Ms. Woolfrey recaJJed that Ramsey County in 1974 had tried to buy this property from Bethel
College, but Bethel retained the property for a future homesite of its president at that time. Since
then they have decided not to build, so the land was for put up for sale two years ago.

Mr. Ben Krusin of 4715 Morinda Drive, stated he is Co-President of Mounds View High School
Environmental, Animal, and Tree Hugger Club, although they are not endorsed by Mounds View
Public Schools in any way.

Mr. Krusin indicated concern if the wetlands were destroyed, the animals in the area would be
displaced.

Mr. Krusin also indicated concern for the traffic problems.

Mr. Bill Cheney of 1732 Venus Avenue, indicated he believed this site to be a corridor between
the two natural wetlands, and was concerned that if the area was developed the animals would be
cut off from the other wetland and eventually disappear.

Mr. Cheney referred to back issues of the Town Crier noting developments during 1970 through
1972 that were denied due to spot rezoning, traffic congestion, narrow streets, sewer line capacity,
excess density, neighborhood opposition, and meeting social, and architectural qualities of Arden
Hills. He indicated these reasons are similar to those proposed by residents in this case.

Mayor Probst noted for clarification, that there is no rezoning involved in this case.

Mr. Steve Herbst 3799 McCracken Lane, indicated although a selfish reason for opposing the
development, his land overlooks the site. He would prefer to look at single family homes and not
townhomes. He believed five or six homes could be developed on this site with current setback
requirements, he also indicated perhaps Mr. Ogren would not see this as beneficial and choose not
to develop.
