<br />I <br />I. <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />Ie <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />Ie <br />I <br /> <br />,ARDEN IllLLS CITY COUNCIL - APRIL 24,J 994 <br /> <br />5 <br /> <br />Approve TCAAP Special Fund and Operating Transfer <br /> <br />City Accountant Post indicated there is no existing centralized account/department or fund to <br />account for the activities of a TCAAP Consultant nor are such activities presently funded. <br /> <br />Mr. Post stated it would be prudent for Council to consider authorizing a $100,000 1994 operating <br />transfer from the General Fund to a newly created TCAAP Special Revenue Fund. He noted this <br />amount is conservatively based upon anticipated first phase costs of known grant commitments and <br />an assumption that no additional grant revenues are forthcoming. He anticipated an operating <br />transfer back to the General Fund in the future if all of tl1e special revenue funds were not used. <br /> <br />MOTION: Malone moved and Hicks seconded a motion to direct the City Accountant to <br />establish a TCAAP Special Revenue Fund and a 1994 $100,000 operating transfer <br />from the General Fund to the newly created TCAAP Fund. The motion carried <br />unanimously (5-0). <br /> <br />ADMINISTRATOR COMMENTS <br /> <br />City Administrator Fritsinger indicated a few items for discussion. <br /> <br />Mr. Fritsinger stated there had been discussion with Mr. Roger Aiken regarding his drainage <br />problems. Mr. Fritsinger noted he had briefly spoken with Engineer Stonehouse regarding this issue. <br />Mr. Fritsinger indicated the neighbors would prefer drainage to flow into the wetland. <br /> <br />Mr. Fritsinger indicated tl1ere are still outstanding issues to be resolved, and discussions will <br />continue. <br /> <br />CounciImember Hicks encouraged staff to resolve the problem so future problems will not occur. <br /> <br />Mr. Roger Aiken of 4360 HamIine Avenue, indicated there is no outlet, but the water would have <br />to rise to the 200 year flood level. <br /> <br />Mr. Aiken indicated his proposal would be to fill his property raising it approximately one and one- <br />half feet to two feet. <br /> <br />Mr. Aiken believed this would be the solution with the least irnpact on the neighbors. He did note <br />he would have to essentially agree to no future complaints. <br /> <br />Councilmember Hicks indicated he would like the problem solved to the neighbor's desires, but he <br />wants the solution to be functional also. <br /> <br />CounciImember Malone noted some concerns and believes Mr. Stonehouse should review. <br /> <br />Mr. Fritsinger indicated another item for discussion was a Caretakers Contract for the Arsenal. He <br />believed the City would be in the position to be the subcontractor, this is under review. <br />
