The
contractor intends to begin construction on Monday, August 7.

Arden Manor Watermain Construction

Mr. Stonehouse indicated he is to meet with Steve Maki of Federal Cartridge on August 1, to
confirm the scope oftl1e project. He indicated this project will be reimbursed fully by the Army,
tl1erefore no cost to tl1e City.

Councilmember Aplikowski expressed concern that tl1e County Road F project is not addressing tl1e
concerns of the residents and the behavior of the construction crew is nn""reptable. Councilmember
Aplikowski indicated residents need proper notification of work along the road and especially in
front of their homes. Some residents were not notified of tl1e loss of water service to tl1eir homes.
She felt this behavior is just not appropriate, and common courtesy should prevail.

Mr. Stonehouse indicated an inspector went door to door to notify residents, but some residents were
not at home. Mr. Stonehouse urged residents to contact him directly when problems occur so he
does not hear it when it is too late to resolve.

Councilmember Ap1ikowski expressed concern that the Engineer should even be contacted. She
realized tl1ere would be problems during construction witl1 weatl1er, accidents, etc. but common
courtesy of notification and proper behavior with tl1e residents should be a given and should not need
attention.

Councilmember Aplikowski noted even if signs designating tl1e availability of tl1e road, is a simple
courtesy and the City staff should not have to put up signs during tl1e middle of tl1e night for safety
reasons. The contractor should address all safety issues during construction.

CounciImember Aplikowski felt tl1e credibility of the contractor and the City has been lost witl1 this
project.

Mr. Stonehouse indicated it was his understanding the conditions had improved. Mr. Craig Wilson,
1677 County Road F, indicated treatment towards himselfhas improved, but advanced notice of
the work is still an issue witl1 area residents.

Mayor Probst indicated the company chosen for this project, Midwest Asphalt is a reputable
company, but there is staff from this company that do not understand the protocol of working witl1
residents and necessary common courtesies.
