I
I
I- ,ARDEN HILLS ClTY COUNClL. DECEMBER 28J994 S
MOTION: Hicks moved and Aplikowski seconded a motion to approve the 20 foot Side Yard
I Variance to allow for the expansion of the home at 3487 Ridgewood Road. The
motion carried unanimously (4-0).
I BETHEL COLLEGE SURFACE WATER MANAGEMENT (SWM) APPEAL STATUS
I Acting Clerk Administrator Post indicated there had been two issues raised by Bethel College;
1) the inclusion of Lake Valentine and 2) classification of property for fee purposes. Acting Clerk
Administrator Post indicated the classification issue is still being reviewed, but it has been
I established that Lake Valentine is a lake that can be excluded for fee calculation purposes.
Mayor Probst indicated since the lake is clearly in the category that is excluded, Bethel College
I should no longer be paying for it, but rebate for the previous payments has not been established.
Councilmember Hicks inquired as to the next billing. Acting Clerk Administrator Post indicated
I it would be approximately January 13, 1995.
Discussion was held regarding the issue of a rebate and Council indicated further review would
Ie be needed before a decision would be made. Council did concur that no additional fees regarding
the lake would be charged, but further review of the property classification would continue.
I BOOSTER STATION CONTROL PANEL CAPlTAL lTEM
I Superintendent Winkel indicated this was a budgeted item for 1994 of $15,000. Mr. Winkel
indicated the electrical control panels at the booster station and Femwood Avenue water tower
are in need of replacement due to the age and the inability to get parts for both. Mr. Winkel
I indicated staff wrote specifications and solicited quotations for this project, and recommends
Connelly lndustrial Electronics be awarded the work for $13,856.82.
I Mr. Winkel indicated the other quotation received was from AutoCon lndustries, but also
included the Roseville booster station, which does not need repairs at this time. Mr. Winkel had
requested a new bid for only the work designated, but the company never returned his phone
I calls. Mr. Winkel was also concerned that the AutoCon quotation used a proprietary system,
which would create additional costs in the future.
I Mr. Winkel indicated a second phase of this project is planned in 1996 which includes
replacement pumps and motors with a possible NSP energy savings rebate. Acting Clerk
I Administrator Post noted this phase is where the payback for the project would 0= in terms
of electricity savings, and more efficient running machinery.
, Councilmember Malone encouraged staff to pursue information regarding savings in the second
phase of the project now, instead of waiting for the 1996 budget. Mr. Winkel indicated staff
would gather information and report back to the council as soon as possible.
I
