<br />.' <br /> <br />Minutes of the Arden Hills Regular Council Meeting, February 27, 1989 <br />.Page 3 <br /> <br />LICENSES (Cont'd) Councilmember Malone stated that from the information <br />provided from the hauler in question it appears the <br />company is operating in the spirit of the regulation. <br /> <br />There was discussion relative to any complaints relating to the haulers. <br /> <br />. <br /> <br />Berger advised the only complaints he has received directly relate to the haulers <br />not providing the recycling discount. He explained the haulers advised the <br />problems are related to the container size; the haulers are ordering new <br />containers and the problem should be eliminated. <br /> <br />Malone moved, seconded by Hansen, that Council approve <br />the 1989 Refuse/Garbage Collectors licenses as submitted by the Clerk <br />Administrator. Motion carried unanimously. (4-0) <br /> <br />RENTAL SPACE ON <br />WATER TWR; CELLULAR <br />ONE <br /> <br />Council was referred to a memorandum from Berger dated <br />2-16-89; relative to Cellular One renting space on the <br />City Water Tower. <br /> <br />Berger advised a survey was conducted relative to the fees charged by other <br />communities for similar rental and a copy of a standard rental agreement had been <br />reviewed by the City Attorney. A memorandum was received from the attorney <br />indicating the agreement is in a form that could be executed by Arden Hills upon <br />Council determination of the term, renewal and rent. <br /> <br />. <br /> <br />The Clerk Administrator suggested the Council refer the site plan to Planner <br />Bergly for his review. <br /> <br />Bryan Rodgers, Cellular One, was present to discuss how the cable and antenna is <br />installed, screening of the site and rental fees. Rodgers suggested a rental fee <br />of $500.00 per month for the cellular antennae and $50.00 per month, per <br />microwave dish to be charged on an individual basis upon installation. <br /> <br />Malone moved, seconded by Hansen, that staff and Planner <br />Bergly be directed to negotiate and prepare for Council consideration a rental <br />agreement with Cellular One representatives as relates to the following items: 1. <br />Building placement and aesthetics; 2. Antenna structures; 3. Landscaping; and 4. <br />Rental fees. Motion carried unanimously. (4-0) <br /> <br />REQ. RELEASE <br />OF RT. OF WAY; <br />CO. RD. E-2 & <br />NEW BRIGHTON RD. <br /> <br />Council was referred to the Clerk Administrator's <br />memorandum of 2-24-89, relative to release of excess <br />right-of-way on the southwest corner of County Road E-2 <br />and New Brighton Road. <br /> <br />. <br /> <br />Clerk Administrator Berger gave a brief history of the request and advised that <br />staff had discussed this matter with the Village Attorney and Planner and <br />representatives from Ramsey County Public Works Department. He recommended <br />Planner Bergly's step outline listed in his memorandum of 2-15-89 should be <br />followed, if Council approves proceeding with the acquisition of the excess <br />right-of-way. <br /> <br />Councilmember Malone questioned if the City would purchase the right-of-way. <br /> <br />Berger advised the County releases the right-of-way to the City and there are no <br />fees involved; the City Planner would then review the area to determine easements <br />required and staff would process application for a minor subdivision from the <br />adjacent property owners. <br />Malone moved, seconded by Hansen, that Council direct the <br />Clerk Administrator to contact the District Engineer of Ramsey County and proceed <br />with the acquisition of the excess right-of-way at the southwest corner of County <br />Road E-2 and New Brighton Road. Motion carried unanimously. (4-0) <br /> <br />TRAF. SIGNAL; <br />GREY FOX/ISLAND <br />LK. REALIGNMENT <br /> <br />Council was referred to a memorandum from Berger dated <br />2-24-89, regarding the traffic study, signalization <br />and realignment at the intersection of Grey Fox Road and <br />Island Lake Avenue. <br /> <br />. <br /> <br />The Clerk Administrator advised Planner Bergly has reviewed the proposal and <br />conducted an on-site inspection. Council was referred to a letter from Bergly <br />dated 2-24-89 and a proposed alternative for alignment of the streets. <br /> <br />Council preferred the alignment proposed by Bergly; concurred it would be a much <br />better arrangement to accommodate traffic flow. <br />
