Minutes of the Arden Hills Regular Council Meeting, February 13, 1989 Page 8 SCHEDULE CLERK ADMIN EVALUATION Clerk Administrator Berger explained he forwarded samples of administrative performance appraisals he had obtained from leMA to Council for review and information; he schedule a date and suggest a format for the evaluation requested Council process. Council suggested scheduling evaluations for the Public Works Supervisor and Park ~ Director; it was determined the evaluations could be done annual, preferably on the anniversary of date of hire. After discussion, Council determined the evaluation would be based on the Clerk Administrator job description and high priority tasks as outlined in the Comparable Worth Tasks Inventory. It was also suggested that during the evaluation process annual goals be determined and performance standards set to provide basis for the annual review. Malone moved, seconded by Hansen, that the Clerk Administrator be directed to draft a job description for Council review and that Council schedule a work session prior on Monday, February 27, 1989, at 6:30 p.m., to evaluate Clerk Administrator Berger. Motion carried unanimously. (4-0) DISC; TENTATIVE AGENDA GOALS SESSION Council was referred to the letter from Jim Brimeyer, dated 2-1-89, outlining the tentative agenda for the goals session to be held on March 10 & 11, 1989. After discussion, Council concurred to direct the Clerk Administrator to contact Brimeyer and request the focus of the session be more directed toward goal setting issues. ~ KEITHSON PROJECT; ACCEPT/RELEASE LETTER OF CREDIT Council was referred to a memorandum from Engineer Barry Peters, dated 10-6-88, regarding the completion of the utility and street work on Keithson Addition. Peters states in the letter that the utility and street work on the project has been completed; C.W. Houle, contractor, completed the utility and street work in August 1987 and punch list items were completed in October 1988. He recommended Council acceptance of the project and release of the letter of credit submitted by Marcel Eibensteiner, the developer. Councilmember Malone stated he had questioned one of the residents on Keithson Drive and was advised the wear course may not have been completed. Deputy Clerk Iago explained she had contacted Engineer Peters and he stated the project was complete; final wear course was on the street. Iago commented she would contact Peters again to confirm completion of the project. Malone moved, seconded by Hansen, that Council accept the Keithson project, SEH File No. 87018, and release the letter of credit submitted by Marcel Eibensteiner, pending confirmation from Engineer Barry Peters of ~ project completion. Motion carried unanimously. (4-0) APPRV. RLS #88-15 NORTHWOODS DRIVE Administrator to sign REQ. TO ATTEND CONFERENCE, DEP. CLERK IAGO mileage as budgeted. CLAIMS & PAYROLL OTHER BUSINESS RECYCLING Malone, Jenny Salinka containers. Motion by Hansen, seconded by Malone, that Council approve the Registered Land Survey No. 88-15, Northwoods, as submitted and authorize the Mayor and Clerk the RLS. Motion carried unanimously. (4-0) Malone moved, seconded by Mahowald, that Council approve the request to attend the Minnesota Clerks and Finance Officers Annual Conference submitted by Deputy Clerk Iago and authorize payment of conference fees, lodging and Motion carried unanimously. (4-0) Malone moved, seconded by Hansen, that Council approve Claims and Payroll as submitted. Motion carried. (4-0) . Councilmember Malone extended thanks to Public Works Supervisor Raddatz, Bud Steglich, Bob Hill, Kathleen and all others for their help in distributing the recycling ~
