<br />Minutes of the Arden Hills Regular Council Meeting, November 28, 1988 . . <br />Page 2 <br />POND (Cont' d) Raddatz explained the property owner had submitted a <br /> Tequest to the Rice Creek Watershed District thet ha be <br />allowed to dredge out part of the pond to create open water. He stated the <br />homeowner would utilize the dirt taken from the pond by placing it around the <br />pond area. . <br />Raddatz stated that RCWD has approved the project, under its direction, and he <br />was unsure if adjacent neighbors had been advised of the project. <br />In discussion, Council determined the adjacent property owners may have questions <br />relative to the project. <br />Council concurred to direct the Clerk Administrator to contact the property owner <br />at 1498 Arden View Drive and request attendance at a future Council meeting to <br />discuss the proposed project and further requested that Berger notify the <br />affected adjacent property owners upon confirmation of the meeting date. <br />APPREC/SYMPATHY Council was referred to a memorandum from Raddatz dated <br />LETTER; TIMM FAMILY 11-23-88, recommending a letter of appreciation/sympathy <br /> be forwarded on behalf of Council and staff to the Jerry <br />Timm Family. Raddatz advised that Timm had served on the PS/W Committee for a <br />number of years and had recently passed away. <br />Councilmember Hansen stated that Jerry Timm had an excellent attendance record <br />for the years he served on the PS/W Committee and had worked diligently on <br />procuring Civil Defense Sirens in the City. She stated Timm was a lifelong . <br />resident of the community and hia passing is truly a loss. <br /> Hansen moved, seconded by Sather, that the Clerk <br />Administrator be directed to forward a letter of appreciation and sympathy to the <br />family of Jerry Timm for his years of serVice, sxcellent attendance on the PS/W <br />Committee and for his efforts relative to the Civil Defense Sirens. Motion <br />carried unanimously. (5-0) <br />REPORT OF CLERK ADMINISTRATOR <br />RAMSEY COUNTY CDBG; Council was referred to a memorandum from Clerk <br />JUDY KARON PRESENT Administrator Berger dated 11-23-88, advising that <br /> Judy Karon, Director of the Ramsey County Community <br />Development Block Grant Program would be present to discuss the program. <br />Karon distributed informational packets to Council and outlined the following: <br />-History of the Program <br />-Application Process <br />-Project Implementation Process <br />-HUD Objectives .. <br />-County Objectives . <br />-Arden Hills Round Lake Study Area Project Feaaibility <br />-Examples of other Municipal Projects Funded by CDBG <br />Council questioned what recourse the City would have if grant obligations were <br />not met. <br />Karon advised there is usually a default provision included in the development <br />agreement and that most cities do not make grant application with a development <br />package "in hand". She stated that cities failing to meet the grant requirements <br />can relinquish the funds, however, the grant provides sufficient time frames for <br />meeting requirements. <br />Karon stated that the application materials will be submitted to cities within <br />the next week; she advised that Arden Hills may prefer to wait to make <br />application until such time as a development package has been procured. She <br />explained that in the event a developer approaches the City relative to the Round <br />Lake Study Area her staff is available to discuss the program with Arden Hills <br />and the developer. <br />Council thanked Karon for her attendance and information. <br /> . <br />
