NOS; Hansen moved, seconded by Peck, that Council approve the <br /> 88-36, 88-37, 88-38 following Resolutions: <br /> Resolution No. 88-36, Apportionment of Assessments Relating to Consolidated Water <br /> Improvements Nos. 68-2 and 68-3. (Milton Property, 3731 New Brighton Road) <br />. Resolution No. 88-37, Apportionment of Assessments Relating to Sanitary Sewer <br /> Improvement No. 14. (Milton Property, 3731 New Brighton Road) <br /> Resolution No. 88-38, Apportionment of Assessmenta Relating to Improvement No. <br /> ST-81-2. (C.G. Rein Property, Lexington Ave., Burger King & Goodyear Center) <br /> Motion carried unanimously. (5-0) <br /> RES. #88-39; Council was referred to a memorandum from Berger dated <br /> AMEND. 1988 BUDGET 11-23-88, relative to the resolution amending the 1988 <br /> Budget as recommended by the City auditor. He reviewed <br /> the Increases and Decreases as outlined in the memorandum. <br /> Mayor Woodburn noted that all changes outlined have previously been reviewed, <br /> discussed and approved by Council action and that this resolution merely amends <br /> those actions already taken by Council. <br /> Hansen moved, seconded by Peck, that Council approve <br /> Resolution No. 88-39, Revising the 1988 Budget, as outlined in the Clerk <br /> Administrator's memorandum. Motion carried unanimously. (5-0) <br />. CHAR. GAMBL'G LIC. Council was referred to a memorandum from Berger dated <br /> EDEN PRAIRIE LEGION 11-23-88, relative to the new application from Eden <br /> NEW APPLICATION Prairie American Legion Auxiliary Unit #409 for a <br /> Charitable Gambling License at Pot O'Gold Bingo Hall. <br /> Berger advised that Council had impoaed a moratorium to limit the number of <br /> charitable gambling licenses to seven (7) operating in the City; he recommended <br /> approval of the application be contingent upon a vacancy occurring at the Pot <br /> O'Gold Hall by withdrawal of one of the current license holders. He further <br /> stated the application was being made at this time due to the fact one of the <br /> organizations currently operating at Pot O'Gold would be withdrawing in February <br /> of 1989 and there is a 60 day waiting period for applicants. <br /> Councilmember nansen commented that she would prefer issuance of the licenses to <br /> charitable organizations within Arden Hills rather than out-of-town. <br /> Moved by Hansen, seconded by Peck, that Council approve <br /> the application for Charitable Gambling license to operate at Pot 0' Gold Bingo <br /> Hall by Eden Prairie American Legion Auxiliary Unit #409, pending the withdrawal <br /> of one of the current license holders operating on the Pot O'Gold premises. <br /> Motion carried unanimously. (5-0) <br />. INITIAL LANDSCAPE Council was referred to a memorandum from Landscape <br /> INSP.; CASE 85-2, Inspector Ervin Oelke dated 11-2-88, relative to the <br /> IIDGEWATER EST. APTS. initial landscape inspection for the Edgewater Estates <br /> apartment complex. <br /> Oelke recommended acceptance of the landscape plan after the replacement of the <br /> dead and missing material at the main property entrance and in front of the <br /> apartment complex between the parking lot and building. <br /> Councilmember Hansen commented that the bond for the landscaping is usually <br /> reduced pending the replacement of plant materials. <br /> There was discussion relative to the extensive changes in the plans and it was <br /> noted the time span elapsed from approval of the plan was approximately 3 years. <br /> Council concurred that the Inspector could be more timely in his inspection and <br /> if there are going to be substantial changes in the plan Councilor the Planner <br /> should review the changes. It was also noted that the southerly portion of the <br /> landscape plan was delayed due to the sewer interceptor construction. <br /> Council concurred the final inspection of the landscaping should be done no later <br />. than July 15, 1989. <br />
