Winkel advised he would have to review the Council proposal for the 1989 LJVFD <br /> Budget with the Board of Directors and determine whether or not all operations at <br /> Station #1 can be financed within the budgeted amount. He stated if the Fire <br /> Department determines the Station #1 operations cannot be financed, the LJVPD may <br /> decide not to reduce the Fire Department assets to the amount previously agreed <br /> upon. <br /> APPROVE MINUTES Sather moved, seconded by Hansen, that Council approve <br /> the Minutes of the October 10, 1988 Regular Council <br /> Meeting as submitted. Motion carried unanimously. (5-0) <br /> BUSINESS FROM FLOOR None. <br /> PUBLIC HEARING; Mayor Woodburn opened the Public Hearing at 8:15 p.m. and <br /> VAC. DRAINAGE ESMT., Clerk Administrator Berger verified the publication of <br /> 1295 WYNCREST CT., the Notics of Rearing in the New BriAhton Bulletin on <br /> JACOBSEN Wednesday, October 12, 1988, and mailing to affected <br /> property owners the same date. <br /> Clerk Administrator Berger referred Council to his memorandum of 10-21-88, <br /> regarding the request for Vacation of a Drainage Easement on the rear portion of <br /> . the Jacobsen property at 1295 Wyncrest Court. He stated no written objections <br /> were received by mail. <br /> Engineer Barry Peters reviewed his report dated 10-19-88, recommending vacation <br /> of 15 feet of the 25 foot drainage easement to accommodate construction of a <br /> garage at the rear of the property. He stated a storm sewer culvert was <br /> constructed along the east property line of the Jacobsen property and the pipe <br /> acts as a berm preventing the runoff from continuing across the Jacobsen lot. <br /> Peters explained the existing 10 foot easement along the east property line <br /> should be extended to connect to the new 10 foot width and recommended the <br /> Jacobsen yard be regraded to drain to the smaller easement. <br /> Peters further recommended that a 10 foot eaaement be retained for maintenance of <br /> utilities. <br /> Council was referred to a letter from RCWD, dated 10-7-88, advising they have no <br /> authority Over vacation of the easement since the easement was not conveyed to <br /> RCWD. <br /> Acting Mayor Hansen asked for comments from the floor either in favor of or <br /> opposed to this matter. There was no response. <br /> . The Public Hearing was closed at 8:20 p.m. <br /> Sather moved, seconded by Winiecki, that Council approve <br /> the Vacation of the southerly 15 feet of the Drainage Easement at the rear of <br /> 1295 Wyncrest Court, and that a 10 foot be retained by the City for utility <br /> maintenance. Motion carried unanimously. (4-0) <br /> Councilmember Winiecki suggested the Engineer's recommendations relative to the <br /> regrading of the property become a matter of the record. <br /> REPORT OF PUBLIC WORKS DIRECTOR <br /> SEWER LINE PROBLEM; Council was referred to a memorandum from Clerk <br /> 1970 STOWE AVENUE, Administrator dated 10-21-88 and a letter from Leslie <br /> LESLIE GOLDSMITH Goldsmith dated 10-20-88, relative to sewer problems at <br /> the residence at 1970 Stowe Avenue. <br /> Public Works Supervisor Raddatz briefly reviewed the problems experienced at this <br /> location; he advised there was trouble determining the location of the sewer line <br /> from the rear of her home or the length of the line. He stated he had gone to the <br /> . site and unfortunately checked the wrong line. <br />
